Requirements Specialist (Data & Business Analysis)
M Powered Strategies (MPS) is seeking a Requirements Specialist to support a federal consulting engagement focused on defining business intelligence (BI) requirements and improving data consistency across a globally distributed organization. This role will lead stakeholder engagement, requirements development, and data mapping activities. The ideal candidate is highly skilled in eliciting and structuring requirements in environments where processes and data are not standardized, and can translate operational needs into clear, actionable inputs for data and reporting solutions. This is a highly collaborative, client-facing role that requires strong communication skills and the ability to work with both technical and non-technical stakeholders.
Key Responsibilities
- Conduct stakeholder interviews and working sessions to gather business and reporting requirements
- Identify and document key performance indicators (KPIs), metrics, and reporting needs
- Map business processes, workflows, and associated data inputs
- Inventory and document data sources across multiple systems and formats (e.g., spreadsheets, SharePoint, enterprise systems)
- Define data elements, relationships, and reporting requirements to support dashboard development
- Identify gaps, inconsistencies, and variations in data collection and definitions across organizational units
- Collaborate with a BI/Data Lead to translate requirements into data structures and reporting logic
- Facilitate alignment among stakeholders on definitions, metrics, and reporting expectations
- Develop clear, structured documentation (requirements documents, data dictionaries, process maps)
- Support validation and refinement of dashboards by ensuring alignment with defined requirements
Work Structure & Expectations
This role supports a phased consulting engagement with variable level of effort over time:
- Months 1–4 (Data & Requirements Phase): ~60–70% utilization
- Months 5–8 (Dashboard Development Phase): ~20–30% utilization
- Months 9–12 (Sustainment Phase): ~10–15% utilization
Work will be primarily remote, with occasional travel.
Required Qualifications
- 5 years of experience in business analysis, requirements development, or consulting
- Demonstrated experience conducting stakeholder interviews and facilitating working sessions
- Experience defining KPIs, metrics, or reporting requirements
- Strong ability to translate operational needs into structured requirements and documentation
- Experience working with data concepts (data sources, fields, relationships), even if not performing technical development
- Strong communication and facilitation skills, including experience working with non-technical stakeholders
- Experience supporting U.S. federal clients or similarly complex organizations
Preferred Qualifications
- Experience supporting business intelligence, data analytics, or reporting initiatives
- Experience working with decentralized or inconsistent data environments
- Familiarity with Microsoft tools (Excel, SharePoint, Power BI)
- Experience developing data dictionaries, process maps, or workflow diagrams
- Experience supporting governance or standardization efforts
