SUMMARY
Responsible for overseeing the daily and technical operations of the agency in coordination with the Executive Director
ESSENTIAL JOB FUNCTIONS

Assist the Executive Director in planning, organizing, staffing, and supervising the operations of the Lyons Township Area Communications Center (LTACC).
Support short- and long-term projects including Computer Aided Dispatch (CAD) systems, budgeting, system enhancements, and updates system procedures and operations manuals.
Administer personnel issues including disciplinary action. Assist the Director to ensure compliance with established operating policies, rules and regulations.
Oversee training, evaluations, file updating, statistical reports and staffing of the agency.
Manage and maintain the agency databases, including but not limited to Geographic Information System (GIS), alarms, and key holders.
Oversee the completion of tape requests and/or information requests for participating departments.
Administer monthly work schedules including personnel requests for vacation and compensation time.
Manage and troubleshoot of various computer, radio, and telephone systems.
Assist with the coordination, planning, training, and implementation of all operational-related systems.
Support the Director with managing payroll, expenses, and other budgetary items.
Respond to the needs of LTACC members and ensure all municipalities and agencies feel their issues are addressed fairly and in a timely manner.
Assist the Director with agency collective bargaining process by providing the principal negotiator with data and information. Ensures adherence to labor agreements and grievance processes.
Ensure all personnel are adequately trained for their assigned job functions.
Represent LTACC in local, state, and national professional organizations and committees and keep informed about legislative changes impacting telecommunications in the State of Illinois.
Enforce and comply with all orders, policies, procedures, rules, and regulations of LTACC.
Responsible for the administrative and operational services for the agency in the absence of the Director.
Receive, interpret, and apply written and oral instructions.
Regular and consistent attendance is required for this position.
Perform any other duties as assigned by the Board of Directors or Chief’s Joint Operations Committee.
Perform all other duties as assigned by the Director.
SUPERVISORY FUNCTIONS
Provide leadership and supervision to LTACC personnel.
Stay current on leadership strategies and apply methods that promote a positive, creative, supportive, and inclusive agency environment.
Assign, direct, motivate, and supervise activities of assigned personnel in the successful performance of their tasks and responsibilities.
Ensure assigned personnel adheres to established policies, procedures, and regulations.
Make recommendations for personnel issues including recruiting, interviewing, hiring, leave of absence approval, performance evaluations, monitoring attendance, and employees discipline.
Ensure adequate supervision of all employees at all time
KNOWLEDGE, SKILLS, and ABILITIES
Knowledge of principles and practices of public safety dispatch center.
Knowledge of collective bargaining agreements and labor relations practices.
Skill in verbal and written communication with personnel, other municipalities and agencies.
Skill in management, motivating subordinates and directing the work of agency personnel.
Ability to communicate effectively, orally, in writing, and via various forms of electronic media, with all levels of management and technical/non-technical staff.
Ability to establish and maintain effective public relations with municipalities, agencies, and Board of Directors or Chief’s Joint Operations Committee.
Ability to interpret and apply laws, regulations, policies and labor agreements.
MINIMUM QUALIFICATIONS
Bachelor’s degree in criminal justice, public administration, business administration, information technology or related field; or a combination of education, professional education/training and experience as an equivalent.
Minimum of three (3) to five (5) years progressively responsible management experience in public safety communications including at least three years in supervisory or command capacity.
Must be of strong moral and ethical character.
Must possess a valid driver’s license.
Must be able to accommodate scheduling demands of managing in a 24 x 7 environment.
Must be willing to be “on-call” for after-shift emergency response when needed.
Strong analytical and logical problem-solving skills.
Proficient in written and verbal communication.
Strong interpersonal skills to include one-on-one, counseling, public speaking, and presentations.
Proficient in Microsoft Office, including Microsoft Word, Outlook, Excel.
Must be able to successfully pass a thorough background investigation, psychological exam, medical exam, and medical/drug screenings.
PREFERRED QUALIFICATIONS
A strong candidate will also have experience in the following areas:
Masters degree in public administration, business administration or related field.
Public Safety Communications experience within a multi-agency communications center.
Collective Bargaining Agreement management experience.
Knowledge of public safety communications systems including, CAD, 9-1-1, radio, digital loggers, etc.
Professional certifications might include: ENP (NENA), CMCP (NENA), CPE (APCO), RPL (APCO)
Public meetings (including the Illinois Open Meetings Act and Roberts Rules of Order).
Foreign language skills in Spanish or other desired language.
Computer/data entry experience.
PHYSICAL/MENTAL REQUIREMENTS
Must be articulate and comfortable speaking in front of others.
Regularly work in an indoor/office environment and required to sit and/or use repetitive hand motion.
Frequently required to talk, hear, stand, and walk.
Must occasionally lift and/or move up to 25 pounds.
Must be able to work in excess of continuous 8 hours when required.
Must be able to work under stressful situations, have good cognitive skills, maintain work accuracy, and the ability to concentrate on more than one task at a time.
Must have the ability to read and discern visual images on a variety of media with 20/20 corrected vision.
Must hear speech out of both ears in the normal range of 30 db at 500 to 2000 Hz range.
Must be able to speak and communicate clearly over telephones and radios.
Must be in sound physical health as determined by a certified licensed physician with no evidence of the use of controlled substances.
WORK ENVIRONMENT
The position involves working regular and irregular shift work and overtime (sometimes mandatory and with short notice) necessary to provide 9-1-1 and public safety communications services 24 hours/day, 7 days/week, 52 weeks/year including weekends and holidays. Shifts are typically eight (8) hours in duration, but could be extended to 12-16 hours in the event of emergency, disaster, staffing needs, workload or work in progress. Weekends and holidays are not guaranteed time off, however there will be communication with the Executive Director regarding coverage of holidays in advance. The location is well lighted and has minimal noise. There is a high volume, fast paced environment dealing with life threatening situations via telephone or radio. Must be able to remain in the Communications Center at a dispatch console for extended periods.

Full Access Law Enforcement Agencies Data System (LEADS) certification
American Heart Association CPR
Total Response Emergency Medical Dispatch certification
State of Illinois Emergency Medical Dispatch license
