We are seeking a highly experienced Business Development Manager to drive growth in our Tolling, Intelligent Transportation Systems (ITS), Bus Rapid Transit (BRT), and Light Rail Transit (LRT) portfolio across California. This is an exciting opportunity for a professional with deep knowledge of the California transportation ecosystem, including key agencies, primes, engineering firms, and industry partners.
In this role, you will lead efforts to identify new opportunities, build strategic relationships, and position our solutions for success in the California market. Working closely with our North America leadership team, you will help shape capture strategies, strengthen our competitive positioning, and expand our footprint in one of the most dynamic transportation markets in the country.
Key Responsibilities
Business Development & Capture
- Identify and track new business opportunities across tolling, ITS, BRT, and LRT sectors.
- Monitor procurement schedules for agencies such as Caltrans, LA Metro, OCTA, VTA, BATA, SANDAG, and local municipalities.
- Support bid/no-bid decisions, capture planning, and competitive assessments.
- Develop teaming strategies with local partners, subcontractors, and DBE firms.
- Contribute to win themes, differentiation strategies, and partner roles.
Client & Stakeholder Engagement
- Build and maintain strong relationships with public agencies, primes, engineering firms, and technology partners.
- Coordinate introductory meetings, technical presentations, and solution demos.
- Represent the company at industry events, conferences, and networking opportunities.
Market Intelligence
- Provide insights on market conditions, competitor activities, and regulatory changes.
- Stay informed on California-specific requirements, certifications, DBE goals, and contract models.
- Support early engagement and pre-RFP positioning efforts.
Internal Coordination
- Align strategies with the North America Tolling & ITS leadership team.
- Provide local insight for proposals, pricing, and client expectations.
- Assist in creating pursuit materials, including decks, whitepapers, and capability statements.
Qualifications
- Bachelor's degree in Civil, Electrical, IT, Transportation, Systems Engineering, or related field (Master's preferred).
- 8-10 years of experience in transportation infrastructure, tolling, ITS, or transit markets.
- Direct experience with California agencies strongly preferred.
- Proven success in business development and capture management for technology-driven projects.
- Strong network within California's transportation industry and excellent communication skills.
