Estimator

Position Summary

Lumenor Consulting Group is seeking an experienced Estimator to support a major transportation and infrastructure client in the Washington, DC metropolitan area. This position will provide estimating expertise in support of the development and execution of construction task orders and capital improvement projects.

The Estimator will work collaboratively with engineering, procurement, construction, and project management teams to analyze project requirements, develop accurate and competitive cost estimates, identify potential project risks, and prepare detailed cost proposals.

The successful candidate will have a strong background in construction estimating, the ability to manage multiple estimates simultaneously, and experience developing estimates across multiple construction disciplines. Experience supporting transit, transportation, or other complex infrastructure programs is strongly preferred.

Key Responsibilities

• Develop detailed, accurate, and competitive cost estimates for construction projects and task orders.
• Review project scopes, drawings, specifications, technical requirements, and other supporting documentation to determine project cost requirements.
• Collaborate with engineering, procurement, construction, and project management teams to develop comprehensive estimates.
• Develop estimates incorporating labor, materials, equipment, subcontractor costs, and other anticipated project expenses.
• Analyze project requirements and identify potential cost, schedule, constructability, and execution risks that may affect estimates.
• Assist in evaluating alternative construction approaches and potential cost impacts.
• Prepare detailed cost proposals and supporting documentation for task order development and execution.
• Develop and maintain estimating assumptions, supporting calculations, pricing documentation, and estimate backup.
• Coordinate with project stakeholders to clarify scope requirements and resolve estimating questions.
• Support procurement activities by reviewing vendor and subcontractor pricing and evaluating cost proposals as appropriate.
• Manage multiple task order estimates concurrently while maintaining accuracy and meeting established deadlines.
• Develop estimates across multiple disciplines of construction.
• Participate in estimate reviews and quality assurance/quality control activities to verify accuracy, completeness, and compliance with project requirements.
• Track changes in project scope and evaluate their potential cost impact.
• Maintain organized estimating records and project documentation within required project management systems.
• Support project teams with cost information throughout project planning, procurement, and construction.
• Perform other estimating and project controls responsibilities as required to support successful project delivery.

Required Qualifications

• Bachelor's degree in Engineering, Architecture, Construction Management, or a related field; equivalent relevant professional experience may be considered.
• 2-5 years of construction estimating experience.
• Demonstrated experience developing detailed construction cost estimates.
• Strong understanding of construction methods, materials, labor, equipment, and subcontractor pricing.
• Ability to interpret construction drawings, technical specifications, scopes of work, and other project documentation.
• Experience working collaboratively with engineering, procurement, construction, and project management professionals.
• Demonstrated ability to identify and evaluate potential project and estimating risks.
• Ability to manage multiple estimates and priorities simultaneously while meeting deadlines.
• Strong analytical, organizational, and problem-solving skills.
• Strong written and verbal communication skills.
• Proficiency with Microsoft Office applications, particularly Excel.

Preferred Qualifications

• Previous experience supporting transit, rail, transportation, or major infrastructure projects.
• Experience working within a public-sector or large capital program environment.
• Experience preparing estimates across multiple construction disciplines.
• Experience with task order, IDIQ, MATOC, or similar contracting environments.
• Familiarity with construction project management platforms such as Procore.
• Experience supporting cost estimating for projects from early planning and design through procurement and construction.
• Knowledge of estimating best practices, cost databases, historical cost analysis, and industry-standard estimating methodologies.

Work Environment

This position will operate in a hybrid work environment supporting a client in the Washington, DC metropolitan area. The selected candidate must be able to report to the client's New Carrollton headquarters as required. Standard client work hours are generally Monday through Friday, 8:00 a.m. to 5:00 p.m., although schedules may be adjusted based on project requirements.

The position may occasionally require access to active transit or construction environments and compliance with applicable client safety, security, training, and personal protective equipment requirements.

Pay: $62,000.00 - $82,000.00 per year
