POSITION PURPOSE
The Manager of Health Operations serves as a key operational leader within the Lumbee Tribe’s Health and Human Services Department and works in partnership with Trillium Health Resources to strengthen service coordination, administrative systems, program execution, and community-based health initiatives of the Health and Wellness Center. This position supports the day-to-day coordination, administration, and implementation of departmental operations, meetings, community events, reporting activities, strategic initiatives, and cross-sector partnerships that advance the Tribe’s health and wellness goals. 


ESSENTIAL DUTIES, FUNCTIONS, & RESPONSIBILITIES
  1. Support the Program Director of Health and Human Services in the daily operation and coordination of departmental activities, direct the day-to-day operations within the Health and Wellness Center, and other health initiatives. 
  2. Assist with implementing operational procedures, workflows, and administrative systems that improve efficiency, communication, and accountability across the department.
  3. Help ensure that departmental operations are organized, timely, and aligned with program goals, tribal priorities, and community health needs.
  4. Provide oversight and follow-through on assigned projects, strategic initiatives, and special assignments related to health operations and service delivery.
  5. Monitor schedules, timelines, deliverables, and operational benchmarks to ensure meetings, events, reports, and program activities are completed successfully.
  6. Coordinate internal and external meetings for departmental leadership, including agendas, materials, participant communication, logistics, note-taking, and follow-up.
  7. Prepare reports, summaries, briefing materials, presentations, correspondence, and other documentation to support leadership and departmental decision-making.
  8. Serve as a liaison among departmental leadership, staff, tribal leadership, Trillium Health Resources, consultants, providers, partner agencies, and community stakeholders.
  9. Assist with scheduling, calendar management, and communication related to meetings, trainings, outreach events, wellness activities, and departmental functions.
  10. Plan, coordinate, and support community health fairs, outreach activities, workshops, trainings, prevention initiatives, and other special events.
  11. Manage event logistics, including venue arrangements, vendor coordination, purchase/ordering center items, registration, materials preparation, participant communication, setup, and post-event follow-up.
  12. Work collaboratively with internal departments and external partners to ensure the successful execution of activities that promote health education, prevention, awareness, and access to services.
  13. Assist with the coordination and implementation of health and human services programs, strategic priorities, and community initiatives under the direction of departmental leadership.
  14.  Support the tracking of program activities, attendance, participation, deliverables, and outcomes.
  15. Coordinate staff assignments, service schedules, community partnerships, and operational needs to support effective program delivery.
  16. Identify operational barriers, help resolve workflow challenges, and recommend practical process improvements.
  17. Maintain professional communication with staff, leadership, community members, participants, and partner organizations.
  18. Assist in the preparation of internal and public-facing communications related to programs, events, services, and departmental activities.
  19. Maintain organized files, records, reports, and documentation in accordance with tribal policies, confidentiality requirements, and departmental standards.
  20. Assist with collecting information and supporting data for reports, grant activities, audits, presentations, and program updates.
  21. All other duties as assigned.
 

MINIMUM MANDATORY QUALIFICATIONS

Experience:
  • Minimum of three to five years of progressively responsible experience in health operations, program coordination, administrative management, tribal health, public health, human services, or a related field.
  • Experience working with a tribal government, American Indian organization, community health program, managed care organization, or public-sector health and human services agency.
Education:
  • Bachelor’s degree in public health, health administration, business administration, public administration, social work, human services, science, or a related field required.
  • Preferred Master’s degree in public health, public administration, health administration, social work, or a related field.
Mandatory Knowledge, Skills, Abilities, and Other Qualifications:
  •  Knowledge of health and human services operations, community programming, and administrative management.
  • Knowledge of project coordination, meeting facilitation support, event execution, documentation standards, and service logistics.
  • Ability to organize schedules, priorities, meetings, trainings, events, and operational details with a high degree of accuracy and professionalism.
  • Ability to communicate effectively with tribal leadership, staff, providers, partner agencies, and community members.
  • Ability to work independently while also functioning as part of a collaborative, cross-sector team.
  • Strong problem-solving skills and the ability to respond calmly and effectively to changing priorities.
  • Respect for tribal sovereignty, culture, traditions, and community values.
  • Commitment to improving health outcomes and strengthening access to culturally responsive services for the Lumbee community.
  • Demonstrated experience coordinating meetings, community events, multi-partner initiatives, or public-facing programs.
  • Strong organizational and administrative skills with the ability to manage multiple projects, responsibilities, and deadlines simultaneously.
  • Excellent written, verbal, and interpersonal communication skills.
  • Proficiency in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
  • Ability to maintain confidentiality and exercise sound judgment in handling sensitive information.
  • Valid driver’s license and ability to travel locally as required for meetings, events, trainings, and departmental activities. 
  • Experience supporting grant-funded initiatives, reporting requirements, quality assurance, or health and human services compliance activities.
  • Familiarity with event management, community outreach, stakeholder engagement, and integrated service coordination.
  • Experience collaborating with behavioral health, health care, family support, education, or workforce partners. 

WORK ENVIRONMENT

Work environment:

Normal office conditions exist, and the noise level in the work environment can vary from low to moderate. Limited overnight travel may be required from time to time.

Physical demands:
The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk, hear and perform repetitive motions. There may be prolonged periods of sitting, keyboarding, reading, as well as driving or riding in transport vehicles. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with clients, vendors, and staff.

Mental demands:
There are a number of deadlines associated with this position. The employee must be able to handle frequent interruptions and must also multi-task and interact with a wider variety of people on various and, at times, complicated issues.

The Lumbee Tribe of North Carolina has implemented an Indian Preference in Employment Policy. Pursuant to this Policy, applicants who possess the knowledge, skills, and abilities required by this position, and who are members of the Lumbee Tribe will be given primary preference for hiring and employment after providing proof of tribal membership. Indian preference is integrated into the interview and scoring process for candidates for job positions.
