PERFORMANCE EXPECTATIONS

POSITION PURPOSE
The Housing Assistance Manager is responsible for overseeing and administering housing assistance programs that support low-income individuals and families. This role focuses on down payment assistance, mortgage assistance, rental assistance, and utility assistance, ensuring compliance with U.S. Department of Housing and Urban Development (HUD) regulations and related federal, state, and local requirements. The Manager provides leadership, case oversight, program coordination, and community outreach to ensure effective service delivery and positive housing outcomes. 


ESSENTIAL DUTIES, FUNCTIONS, & RESPONSIBILITIES
Program Management & Compliance
  • Manage HUD-funded housing assistance programs, including down payment, mortgage, rental, and utility assistance.
  • Ensure all programs comply with HUD regulations, grant requirements, and organizational policies.
  • Monitor eligibility determination, documentation, and income verification processes.
  • Prepare and submit required reports, data tracking, and performance metrics to HUD and other funding agencies.
  • Assist with audits, monitoring visits, and corrective action plans as needed.
Client Services & Case Oversight
  • Oversee intake, assessment, and approval of clients for housing assistance programs.
  • Ensure equitable, timely, and client-centered delivery of assistance to low-income and moderate-income households.
  • Coordinate housing stabilization strategies to prevent homelessness and housing displacement.
Financial & Grant Administration
  • Monitor program budgets and ensure appropriate use of funds.
  • Approve assistance payments to lenders, landlords, utility providers, and other vendors.
  • Track expenditures and assist with grant forecasting and funding sustainability.
Staff Supervision & Training
  • Supervise housing specialists and support staff as applicable.
  • Provide training on HUD guidelines, financial education, and best practices.
  • Conduct performance evaluations and provide ongoing coaching and support.
Community Partnerships & Outreach
  • Build and maintain relationships with lenders, landlords, utility companies, housing authorities, and community partners.
  • Participate in community meetings, housing coalitions, and outreach events.
  • Promote housing assistance programs to eligible households and referral agencies.
  • Other duties assigned 
Policy Development & Program Improvement
  • Assist in developing and updating program policies and procedures.
  • Identify gaps in services and recommend program improvements.
  • Stay current on HUD policy updates, housing trends, and funding opportunities.
 

MINIMUM MANDATORY QUALIFICATIONS

Experience:
  • Minimum of 3–5 years of experience in housing assistance, HUD-funded programs, or community development. 
Education:
  • Bachelor’s degree in Social Work, Public Administration, Urban Planning, Housing, or a related field. 
Mandatory Knowledge, Skills, Abilities, and Other Qualifications:
  • Experience administering HUD programs 
  • Supervisory or program management experience. 
  • Familiarity with housing management or case management software. 
  • Strong organizational and analytical skills 
  • Excellent written and verbal communication 
  • Attention to detail and compliance-focused mindset 
  • Ability to work collaboratively with diverse stakeholders 
  • Problem-solving and conflict-resolution skills 
  • Proficiency in Microsoft Office and data tracking systems 
  • Strong knowledge of HUD regulations, Fair Housing Act, and income eligibility requirements. 
  • Experience working with low-income, at-risk, or vulnerable populations.
  • Proven ability to manage multiple programs and deadlines. 


WORK ENVIRONMENT
Work environment:
The work environment characteristics described here are representative to those an employee encounters while performing the primary functions of this job. Normal office conditions exist, and the noise level in the work environment can vary from low to moderate. Limited overnight travel may be required from time to time.

Physical demands:
The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk, hear and perform repetitive motions. There may be prolonged periods of sitting, keyboarding, reading, as well as driving or riding in transport vehicles. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with clients, vendors, and staff.

Mental demands:
There are a number of deadlines associated with this position. The employee must be able to handle frequent interruptions and must also multi-task and interact with a wider variety of people on various and, at times, complicated issues.

The Lumbee Tribe of North Carolina has implemented an Indian Preference in Employment Policy. Pursuant to this Policy, applicants who possess the knowledge, skills, and abilities required by this position, and who are members of the Lumbee Tribe will be given primary preference for hiring and employment after providing proof of tribal membership. Indian preference is integrated into the interview and scoring process for candidates for job positions.

Background Investigation:
This position is subject to a criminal history background check, and a Motor Vehicle check. Candidates must successfully pass all required background checks in order to qualify for this position.
 

Drug Screening:
All applicants must successfully pass a pre-employment drug screening prior to beginning employment and will be subject to random drug testing.
