Position Description
Financial Support will focus on budgetary analysis directly related to the performance in relation to the defense systems projects within the PM CSS portfolio. The purpose of this support is for planning and control. The Financial Operations Manager shall alert any potential causes for concern, which can in turn lead to revised and/or improved budget plans. The Financial Operations Manager shall also provide metrics criteria for performance evaluations in order to monitor and improve efficiency.
Responsibilities
•Perform research and analysis of appropriations.
•Develop and draft reports, documents and briefs with program inputs per programmatic requirement using DAI iProcurement Financial System, Program Budgeting Information System (PBIS), and CERBERUS.
•Update and deliver Budget Execution Summaries reflecting real-time status of commitments, obligations, and expenditures for multi-year appropriations at the Budget Line Item (BLI) and subhead level.
•Evaluate and provide analysis and recommendation on the Planning, Programming, Budget and Execution (PPBE) process and Dormant Account Review – Quarterly (DAR-Q) research and closeout process.
•Prepare budget graphs, metrics, spreadsheets, analytical reports, and upload all information onto the PM CSS SharePoint portal for tracking.
•Provide recommendations based on program input in response to reporting requirements, funding taskers, PM and Command taskers, and PdM reviews.
•Monitor, review, analyze and update spreadsheets to PdM format.
•Recommend, update, and draft funding execution variance explanations for phasing plans for the USMC comptroller, historically consisting of 24–30 documents per month to be generated and submitted.

The Financial Operations Manager demonstrates strong expertise in federal budgetary analysis, financial systems, and defense program financial management. The incumbent must exercise sound judgment in identifying financial risks and providing timely, accurate recommendations to program leadership.
Physical Requirements for the role
This position is primarily sedentary and requires the ability to work at a computer for extended periods, including viewing monitors, using keyboards, and operating standard office equipment. The role may require occasional standing, walking, and minimal lifting (up to 10 pounds).

Work is generally performed during normal business hours with frequent collaboration with program managers, contracting officers, and command staff.
