Director, Greenfield & Community Development

The Director, Greenfield & Community Development advances Luck Companies' Greenfield growth strategy by leading functional teams in the evaluation, prioritization, and advancement of future prioritized growth opportunities. This role provides leadership across technical site assessment, community engagement, business development, design layouts, and partners with external stakeholders to ensure Greenfield opportunities are strategically aligned, technically viable, and socially supported, consistent with Luck Companies brand.
Lead the collaboration of internal teams, external consultants, community stakeholders, and government officials, to guide projects from early opportunity identification through due diligence, entitlement, and permitting activities. The Director ensures that technical findings, community perspectives, and business considerations are integrated into a cohesive strategy that supports long-term growth while strengthening Luck Companies' reputation as a trusted community partner.

ESSENTIAL FUNCTIONS:

40% of positions- Technical Strategy & Design Leadership
•Lead a team focused on site identification, evaluation, and prioritization activities.
•Direct teams for technical due diligence including geological, environmental, engineering, land use, and permitting assessments.
•Integrate findings across internal and external resources to determine site viability and project risk.
•Develop recommendations that support investment decisions, permitting strategy, and project advancement.
•Build team capability through coaching, guidance, and clear accountability for project outcomes.

30% of position- Community Engagement Strategy & Program Leadership
•Develop and execute engagement strategies that build trust and support project advancement.
•Lead stakeholder identification, outreach, and engagement efforts throughout the project lifecycle to inform community strategy and action plans.
•Leads and identifies primary liaison for community conversations, public meetings, and educational initiatives.
•Translate technical information into clear, accessible messaging for external audiences.
•Foster productive relationships that strengthen Luck's social license to operate.
•Build team capability through coaching, guidance, and clear accountability for project outcomes.

20% of position- Education & Community Development
•Identify and evaluate growth opportunities in alignment with long-term business objectives and priorities.
•Build relationships with landowners, economic development organizations, industry partners, special interest groups, and other strategic stakeholders.
•Support business case development and strategic recommendations for project prioritization.
•Educate internal and external audiences surrounding industry, Luck Companies, and the Greenfield program’s best practices

10% of position- Political & Regulatory Relationships
•Build and maintain relationships with elected officials, governmental agencies, and regulatory stakeholders.
•Support entitlement, zoning, permitting, and legislative engagement efforts.
•Monitor policy and regulatory developments that could impact Greenfield initiatives.
•Advise project teams on community, design, and regulatory considerations affecting project success.

MINIMUM REQUIREMENTS:

Education: Bachelors Degree; Advanced Degree or equivalent experience preferred
Preferred Fields of Study: Engineering, Planning, Communications (Public Affairs focus), Environmental Science, Geology, Construction Management, Public Administration, Real Estate Development, Business, or related field

Work Experience:
•10 years of progressive experience in land development, community engagement, economic development, real estate, engineering, planning, permitting, or related fields.
•Experience leading complex, cross-functional projects involving external stakeholders.
•Demonstrated experience working with governmental entities, community groups, and technical consultants.

•Ability to create, review and coordinate details relative to Easements, Permitting Requirements, Agreements, Letters of Intent and Contracts
