Description
Under the minimum direction of the Executive Director of Finance, plan, organize, and supervise day-to-day fiscal operations; oversee general ledger accounting, specialized categorical program funds, and capital assets; ensure compliance with state and federal regulations; and formally supervise, train, and evaluate assigned accounting personnel.
Minimum Qualifications
Knowledge of double-entry bookkeeping practice and theory; work paper preparation; audit trail techniques and record keeping requirements; office machines, computers, and filing systems; budgeting, journals and bank statement reconciliation.
Knowledge of SACS account code structure
or equivalent training and experience to meet the essential functions of the job requirements
QSS software, knowledge of computerized accounting programs, including stand-alone and network systems; spread-sheeting techniques; account code systems and program budgeting theory; principles of governmental and fund accounting; the California School Accounting Manual (CSAM) and applicable provisions of the California Education Code; district policy and regulations;
GASB compliance, Proposition 28 funding, and General Obligation Bond funds;

Essential Duties And Responsibilities
- Manage day-to-day fiscal operations, perform and oversee general ledger accounting functions for Accounts Payable, Accounts Receivable, Stores, and Health Premiums, including monthly monitoring and reconciliation of all general ledger accounts.
- Oversee and manage assigned various fiscal funds in collaboration with site administrators and department directors to support effective financial management.
- Coordinate budgeting and account transfers for Facilities Funds with the Executive Director and support with audits and overall bond fiscal management.
- Maintain and manage Capital Assets, ensuring accurate tracking, reporting, and compliance.
- Develop, monitor, and manage budgets for Afterschool program categorical funds, including ASES and ELOP; coordinate with the Program Coordinator on program-level activities and required financial reporting to ensure fiscal compliance and accurate fund tracking.
- Conduct internal audits of CalCards and other financial items as assigned by the Executive Director to maintain compliance with district policies and procedures.
- Manage budgets for Proposition 28 funding, including preparation and submission of required reports.
- Support with GASB 87, 96, and 101 to ensure accurate reporting and annual audit compliance.
- Assist the Executive Director with budget development and various accounting functions.
- Assist with fiscal year-end close processes, including preparation of supporting schedules and coordination with external auditors as directed by the Executive Director.
- Supervise and evaluate Accounting Technicians while providing leadership, training, and performance oversight.
- Analyze financial data and develop sound recommendations.
- Communicate complex financial concepts to non-financial stakeholders.
- Lead and collaborate with diverse teams to achieve financial and operational goals.
- Prioritize tasks, manage multiple deadlines effectively, utilize sound judgment when making decisions,
- Maintain confidentiality and act with integrity in handling sensitive financial matters.
- Adapt to changing funding environments and economic conditions.
- Perform other related duties to support the department and District's goals.
