Summary

A Criminal Investigator is a licensed peace officer certified by the Texas Commission on Law Enforcement (TCOLE). An extensive background in all aspects of law enforcement enables the investigator to perform a myriad of duties required of the position. The highest level of professionalism and discretion is a priority due to the investigator’s public duties and the sensitive nature of some reports with the Lubbock Sheriff’s Office.

Essential Duties

  • Conducts follow-up investigations of reported criminal offenses, including preparing cases for presentation to the District Attorney’s Office, County Attorney’s Office, Federal Court, Grand Jury and the Federal Grand Jury.
  • Investigates crime scenes.
  • Investigates crash reports from the Patrol Division.
  • Compiles and conducts internal accident investigations and reviews.
  • Receives and acts on information received from informants regarding cases.
  • Conducts surveillance work on cases.
  • Prepares affidavits of probable cause for arrest of offenders who are identified during investigations.
  • Takes statements and confessions.
  • Prepares investigative reports and presents them to the District Attorney’s Office.
  • Files cases with the District Attorney’s Office.
  • Assists District Attorney’s Office in preparing cases for Grand Jury and trial as needed.
  • Assists other divisions, sections or personnel as needed or directed.
  • Prepares complaints for arrest warrants.
  • Obtains and serves search and arrest warrants, including seizing property, locating suspects and taking them into custody.
  • Assists people reporting crimes.
  • Testifies in state, federal and municipal courts concerning investigative work performed.
  • Maintains ledger and receipts for all expenditures as they pertain to evidence and “obtainment” monies.
  • Takes reports from walk-in complainants.
  • Answers telephones when clerical staff are out.
  • Assists other agencies on crime investigations.
  • Plans and participates in raids.
  • Identifies and locates victims, witnesses and suspects.
  • Collects and secures evidence, maintaining a chain of custody.
  • Takes still photographs.
  • Utilizes video photography.

Position Requirements

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. A physical assessment will be required consisting of: a one mile run in under 12 minutes and 30 seconds, 20 pushups in a minute, and 20 sit ups in one minute. A firearms qualification with department issued weapon prior to interview. Physical assessment and Firearms qualification will be waived if already assigned to the Law Enforcement Division as a Deputy.

EDUCATION and/or EXPERIENCE: Three years of experience as a peace officer; or any equivalent combination of education and experience which provide the required knowledge, skills and abilities. Three years of experience in accident investigations and patrol is required.

CERTIFICATES, LICENSES, REGISTRATIONS: Intermediate certificate from the Texas Commission on Law Enforcement (TCOLE).

KNOWLEDGE, SKILLS and ABILITIES: Knowledge of Texas Penal Code, Code of Criminal Procedures; investigation of criminal offenses; criminal justice system; computers; interview and interrogation techniques; and department policies and procedures. Ability to operate computers, including word processing software; read reports, letters and memos; write reports, letters and memos; perform investigative work; interview and interrogate suspects, victims and witnesses; analyze data; reason and draw conclusions; operate office equipment, such as facsimile machine and copy machine; safely handle and qualify with firearms; communicate effectively, orally and in writing; and maintain effective working relationships with co-workers, attorneys and personnel of other law enforcement agencies. Effectively use still, digital and video cameras.

The employee may be occasionally called upon to perform acts of intense physical exertion during emergency situations. Special vision abilities required by this job include close vision, distant vision, peripheral vision, color vision and ability to adjust focus.
