Location: Rochester, New York (In-Person)
Employment Type: Full-Time
Salary Range: $105,000 – $125,000 annually (paid bi-weekly)
This salary range represents our good-faith estimate of the expected compensation for this position at the time of posting. Final compensation will be based on qualifications, experience, internal equity, and business needs.

Lu Engineers is seeking a Senior Civil Engineer / Municipal Engineering Group Leader to join our growing team at our Rochester headquarters. With established offices in Rochester, Buffalo, and Utica, along with several satellite locations throughout New York State, Lu Engineers provides multidisciplinary engineering services to public and private sector clients across the region.
This is an outstanding leadership opportunity for an experienced civil engineering professional who is passionate about delivering impactful infrastructure and land development projects while helping expand our civil engineering practice throughout Western and Central New York.
Position Overview
As a Senior Civil Engineer, you will lead and manage a diverse portfolio of municipal infrastructure and land development projects from concept through construction. Responsibilities will include feasibility studies, site planning, permitting and approvals, engineering design, construction administration, and project closeout.
You will collaborate closely with multidisciplinary teams across our Airport, Transportation, and MEP divisions, as well as with architectural partners on commercial, institutional, and public-sector projects. In addition to technical leadership, this role offers opportunities to contribute to business development, client management, and strategic growth initiatives.

Key Responsibilities
Technical Leadership & Project Delivery
- Lead the planning, design, and execution of civil engineering projects involving:
- Site development
- Subdivision design
- Stormwater management
- Utility infrastructure
- Grading and drainage systems
- Prepare and oversee engineering reports, technical calculations, specifications, construction details, and supporting documentation.
- Develop permit application packages and coordinate municipal approvals.
- Produce Issued-for-Bid (IFB) and Issued-for-Construction (IFC) documents.
Municipal Engineering Services
- Serve as Town Engineer for two local municipalities.
- Review site development applications, stormwater management plans, and related submissions.
- Attend and participate in Planning Board meetings and provide technical recommendations.
Project & Team Management
- Manage project schedules, budgets, staffing plans, and resource allocation.
- Oversee quality assurance and quality control (QA/QC) processes.
- Coordinate effectively with clients, regulatory agencies, consultants, contractors, and internal project teams.
- Mentor and develop junior engineers and technical staff.
Business Development
- Support proposal preparation, client engagement, and relationship management.
- Identify opportunities for new projects and service expansion.
- Participate in marketing and business development initiatives that support firm growth.

Required Qualifications
- Bachelor’s degree in Civil Engineering or Environmental Engineering from an ABET-accredited institution.
- New York State Professional Engineer (P.E.) license.
- Minimum of 10 years of progressively responsible experience in site/civil engineering.
- Experience working with NYSDOT, county agencies, and municipal infrastructure projects.
- Strong understanding of land development regulations, permitting processes, and municipal review procedures.
- Demonstrated commitment to client service and business development.
- Excellent written, verbal, and interpersonal communication skills.
- Proficiency with Microsoft Office, AutoCAD, and civil engineering design software.
- Valid driver’s license with an acceptable driving record.
- Ability to travel periodically to project sites and Lu Engineers offices throughout Upstate New York.
Preferred Qualifications
- 15 years of consulting engineering experience.
- Experience presenting before Planning Boards, municipal boards, and public stakeholders.
- Experience preparing professional proposals, including scopes of work, project schedules, and fee estimates.
- Proven marketing, business development, and client relationship management experience.
- Previous project management and staff supervision experience.
- Proficiency with Autodesk Civil 3D, InfraWorks, and Vehicle Tracking software.
