JOB TITLE: Operations Manager
LOCATION: San Antonio, Texas (Remote)
REPORTS TO: Executive Director of Contract Management
POSITION OVERVIEW:
LTSI is seeking a dynamic Operations Manager to oversee key operational functions with a focus on personnel management and full life-cycle federal contract management. This position is critical to ensuring contract compliance, optimizing performance, and mitigating risk across all federal engagements. The ideal candidate will bring a blend of leadership, strategic thinking, and detailed knowledge of federal contracting regulations, including FAR and DFARS.
KEY RESPONSIBILITIES:
- Personnel & Operations Management:
- Lead and manage a diverse operations team, promoting a culture of accountability, collaboration, and high performance
- Oversee daily operational activities to ensure alignment with company goals and contractual obligations
- Support internal departments, including Product Management, Marketing, and Accounting, to align operational strategies with business development and financial objectives
- Contract Management (Cradle-to-Grave):
- Manage all phases of the contract lifecycle from proposal development through contract close-out
- Serve as the primary point of contact for federal customers on contractual matters, acting as the liaison between internal teams and external contracting personnel
- Develop and implement standardized procedures for contract management in accordance with company policies and federal regulations
- Support proposal efforts by reviewing solicitations, contributing to cost/price strategies, and ensuring compliance with submission requirements
- Contract Compliance & Risk Mitigation:
- Interpret and ensure compliance with FAR, DFARS, and other applicable federal acquisition regulations
- Monitor and ensure fulfillment of all contract milestones, deliverables, invoicing, and regulatory requirements
- Identify and address contract risks, recommending mitigation strategies as needed
- Documentation & Communication:
- Maintain comprehensive contractual records including correspondence, modifications, status reports, and contract deliverables
- Ensure timely and accurate communication of contract terms to internal stakeholders
- Provide training and guidance to project managers and other operational staff on contractual practices and procedures
REQUIRED QUALIFICATIONS:
- Bachelor’s degree in Business Administration, Contract Management, or related field (Master’s degree preferred)
- Minimum 5 years of experience in federal government contracting, including both pre-award and post-award functions
- Proven expertise in contract negotiation, compliance management, and federal proposal support
- Strong working knowledge of FAR/DFARS and other government procurement regulations
- Experience with a variety of contract types including IDIQ, BPA, GSA schedules, and cost-reimbursement contracts
- Excellent interpersonal, communication, and negotiation skills
- Ability to work independently and manage multiple priorities in a fast-paced environment
- Proficiency in contract management systems and Microsoft Office Suite
PREFERRED QUALIFICATIONS:
- NCMA certification (CPCM, CFCM, or CCCM)
- Experience working with small business government contractors
- Familiarity with pricing strategies and federal cost accounting practices
