What are the responsibilities and job description for the Export Controls Compliance Officer position at LSU HEALTH SCIENCES CENTER-SHREVEPORT?
This position will work in the Office of Regulatory Affairs in Research Administration. This position will work collaboratively with the Executive Director of Regulatory Affairs and other stakeholders to develop and implement campus-wide policies and procedures related to all relevant export control and research security regulations. The Export Controls Officer will develop and deliver training, education, and guidance to campus faculty, staff, and students in export control and research security related matters. The Export Control Officer will advise the LSUHS community on export control issues suck as international travel/shipments, deemed exports, and identification/handling of restricted parties in addition to reviewing export control terms and conditions in sponsored program proposals, awards, procurement agreements, and other agreements as needed.
Regular attendance is required to perform the functions of this position.
Incumbent will maintain a customer-oriented awareness in acknowledging and responding to needs as they occur that customer satisfaction is met at all times.
Essential Position Functions & Duties
50% Regulatory Affairs
- Responsible for staying abreast of changes in rules and regulations of Export Arms Regulations (EAR), International Traffic in Arms (ITAR), Department of Treasury’s Office of Foreign Asset Control (OFAC), and the Department of Commerce Bureau of Industry and Security (BIS).
- Identifies areas of policy gaps and works with the Executive Director of Regulatory Affairs to draft and revise policies as needed.
- Provides regular updates and trainings to the research community at LSUHS about new export control and research security policies and updates.
- Responsible for screening individuals and companies who wish to do business with LSUHS against applicable federal lists of restricted parties.
- Provides regular updates to senior leadership at LSUHS on implementation of and compliance with export control and research security requirements.
45% Administrative and Management
- Organizes and performs special projects as directed by the Executive Director of Regulatory Affairs.
- Maintains policies and procedures and other documentation for audit purposes.
- Works collaboratively with other teams and departments to ensure compliance with applicable federal, state, and local laws and regulations.

Qualifications
Applicant must meet one of the following qualifications:
- Due to U.S. export control regulations governing information, technology, and facilities accessed during the performing of this work, applicants must be: (1) U.S. citizens or nationals; (2) permanent residents; (3) asylees or refugees; or (4) individuals otherwise described as “protected individuals” according to Title 8 U.S. Code Section 1324b(a)(3)(b)
- Bachelor's degree from an accredited university in business or a related field with at least four (4) years of research administration or export controls compliance experience.
- Master's degree from an accredited university in business or a related field with at least two (2) years of research administration or export controls compliance experience.
Preferred Qualifications
- Skilled in Microsoft Office products
- Excellent written and verbal communication skills
- Broad understanding of the compliance requirements of federal, state, and other regulatory agencies
- Previous experience as an Export Controls Officer at a University is a plus
