This is a highly responsible and independent level administrative position in the Office of Contracts & Immigration. To perform the duties of this position, the incumbent must be capable of using independent judgment and initiative, and upholding confidentiality regarding legal and administrative matters dealt with in the Office of Contracts & Immigration. Incumbent is responsible for coordinating the activities associated with Contracts and Immigration. These areas include, but are not limited to; full responsibility for the H-1B visa category which is a USCIS approved temporary employment for staffing purposes in the Health Sciences Center; assists with all aspects of contract approvals; maintaining and submitting contract monthly and quarterly reports; responsibility for the contract approval list for LSUHSC-Shreveport, School of Allied Health Professions in Shreveport, and Ochsner LSU Health Physician Group (OLPG); and maintaining the website listing these contracts. This position requires proficiency in computer programs including Microsoft Excel and Word to maintain contract approvals and immigration information. Additionally, the incumbent should have knowledge of and be capable of interpreting all University Policies and Procedures (such as Administrative Directives, Chancellor's Memoranda, PM's issued by the President, etc.) and monitor, implement and enforce these policies as pertinent.

Regular attendance is required to perform the functions of this position.

Incumbent will maintain a customer-oriented awareness in acknowledging and responding to needs as they occur that customer satisfaction is met at all times.

Essential Position Functions & Duties

70% - Immigration

  • Prepare and update the H-1B packet and all associated information according to changes in H- 1B rules provided by USCIS (U.S. Citizenship and Immigration Services).
  • Consult with department sponsor and business manager to discuss H-1B process and explain packet requirements to be prepared by the department.
  • Correspond with alien to discuss H-l B requirements and obtain copies of appropriate paperwork necessary for submittal to the USCIS.
  • When completed H-1B packet is returned by the department, submit required information to the LSUHSC-S immigration attorney's staff to ensure the above data is prepared and ready for submittal to the USCIS.
  • Wage information for alien submitted to Human Resources for determination of range paid to all LSUHSC employees in that specific category.
  • Required immigration notices announcement of the H-1B is forwarded to all location contacts. These notices are to be posted in two separate locations at each facility for 10 working days.
  • Prepare and maintain separate public inspection file for each alien according to USCIS regulations.
  • Complete USCIS forms I-129, I-129W supplement and I-907 for premium processing, request checks from the alien or department, and assemble the packet. This includes the previously mentioned forms and checks, as well as the approved/fully executed offer letter; a letter of explanation from the Office of Contracts & Immigration regarding the alien and justification for this status; copies of previous USCIS approvals, if applicable; with I-94 Arrival/Departure Record and passport information; Louisiana medical license; USMLE (United States Medical Licensing Examination) Parts 1,2, and 3; board certifications, if applicable; degrees, transcripts, and evaluation of same if foreign degree. If the alien's spouse and dependents reside with him/her, then a Form 1-539 with all clarifying data and check must also be included with the petition.
  • After approval of the H-1B petition is received from USCIS, distribute the approved copies to the alien.
  • Incumbent is tasked with full responsibility for maintaining all H-l B files regarding renewals and updates.

15 % - Contracts

When necessary and during peak times:

  • Assists with coordination of the short-term contract (under $10,000.00) process which are generally used for seminars or brief visits.
  • Maintains and submits contract monthly report to the Office of State Procurement in the Division of Administration.
  • Maintains and submits contract quarterly reports to the LSU System President’s Office.

13% – Administrative

  • Represent the Office of Contracts & Immigration through personal and written contacts.
  • Screen requests for information, routes information and ensures accurate information is furnished expeditiously.

Non-Essential Position Functions & Duties

2% Miscellaneous. Perform additional duties and responsibilities as requested by the Director for the Office of Contracts and Immigration.

Qualifications

The applicant must meet the following:

  • Bachelor’s degree in business administration or related field and one year of related experience.
  • Demonstrate proficient computer skills, including but not limited to, Microsoft Word, Excel and Outlook.

Preferred Qualifications

  • One year prior work with international/diverse populations
  • Experience in higher education
  • Experience with Immigration Pro software/use of USCIS forms
