THE COMPANY 


The Low Income Investment Fund is a non-profit Community Development Financial Institution (CDFI) that mobilizes capital and partners to achieve opportunity, equity and wellbeing for people and communities. LIIF innovates financial solutions to create more equitable outcomes for all by building and preserving affordable homes, quality educational opportunities from early childhood through higher education, health clinics, healthy food retail and community facilities. In this way, LIIF provides a bridge between private capital markets and communities. LIIF’s headquarters is in San Francisco and has offices in Los Angeles, New York, Atlanta, and Washington D.C.


REPORTING RELATIONSHIPS: 


This position reports to the Senior Vice President, Chief Business Operations Officer (CBOO).


JOB SUMMARY: 


The Vice President, Information Technology (VPIT) at Low Income Investment Fund (LIIF) will play a pivotal role in shaping the technological vision and strategy of the organization. This leadership position is responsible for overseeing the development and implementation of innovative solutions that enhance LIIF’s financial services, improve operational efficiency, and expand its community impact. The ideal candidate is an experienced technology leader with a strong background in automation, digital transformation, communication and a passion for community development.


KEY RESPONSIBILITIES: 


Strategic Planning and Leadership: 



  • Develop and execute the technology strategy in alignment with LIIF’s mission and goals, focusing on automation and innovative technology solutions.

  • Serve as a trusted advisor to the leadership team, defining and driving a forward-looking technology strategy.

  • Align IT strategy with LIIF business objectives and collaborate with other departments and stakeholders to ensure alignment

  • Develop and maintain cybersecurity strategy to protect sensitive data and ensure compliance with regulations. Actively communicate cybersecurity strategy updates to leadership and external stakeholders.

  • Assess current platforms, organizational needs, and the competitive landscape to craft and execute a robust technology roadmap.

  • Design and refine training initiatives with IT department team members for all LIIF employees.


IT Infrastructure, Security Management & Compliance: 



  • Lead the design, implementation, and maintenance of IT infrastructure, including hardware, software, networks, and cloud solutions.

  • Ensure the reliability, scalability, and security of IT systems, implementing best practices for cybersecurity and risk management.

  • Proactively identify, review, and upgrade legacy systems to improve performance.

  • Ensure compliance with relevant industry regulations, data protection laws, and security standards. 

  • Lead Cybersecurity Audit, including managing consultants and reporting results to leadership.

  • Lead annual reviews as per NIST Special Publication 800-53 framework.

  • Report directly to Internal Audit Committee (in collaboration with the Legal and Compliance team), progress on all security projects and infrastructure updates.

  • Oversee and manage Xantrion, LIIF’s Managed Service Provider.


Technology Transition & Innovation: 



  • Lead the transition from legacy systems to automated and cloud-based solutions, ensuring seamless integration across all departments.

  • Identify, evaluate, and implement emerging technologies to enhance service delivery, streamline operations, and improve the customer experience.

  • Develop IT policies and procedures to support digital transformation efforts.


Artificial Intelligence (AI) 



  • Develop and implement AI Strategy that defines LIIF’s vision and roadmap in alignment with it’s business goals.

  • Proactively review AI solutions and models in use to ensure tools solve business challenges and is appropriately supported within LIIF infrastructure.

  • Ensure AI solutions integrate seamlessly with existing IT infrastructure and operations

  • Drive innovation by researching emerging AI technologies and trends.

  • Establish AI policies outlining responsible AI use, addressing bias, privacy concerns, transparency and compliance.

  • Work with executives to identify AI driven opportunities within data analytics, reporting and processing.


Project & Vendor Management: 



  • Oversee the planning, execution, and successful completion of IT projects, ensuring they are delivered on time and within budget.

  • Implement project management methodologies to enhance efficiency and effectiveness.

  • Develop and maintain relationships with IT vendors and service providers, negotiating contracts and managing vendor performance.


Team Management & Stakeholder Engagement: 



  • Build and lead a high-performing technology team, fostering a culture of collaboration, continuous improvement, and professional development.

  • Nurture and grow IT department team members to promote culture of high performance, security, and crisis management.

  • Hire, train, and mentor IT staff, providing guidance and career advancement opportunities.

  • Collaborate with internal stakeholders, including executive leadership, finance, and operations teams, to ensure technology initiatives align with business needs and enhance community impact.


Data Management & Risk Mitigation: 



  • Oversee data governance and analytics efforts to ensure effective use of data for decision-making, reporting, and compliance.

  • Assess and mitigate technology-related risks, ensuring the security and integrity of all systems and data.


Budgeting & Community Engagement: 



  • Manage the technology budget, ensuring optimal allocation of resources for technology initiatives and projects.

  • Engage with community stakeholders to understand their needs and ensure technology solutions are accessible and beneficial to underserved populations.


QUALIFICATIONS: 


Education:



  • Bachelor’s degree in Computer Science, Information Technology, or a related field; Master’s degree preferred.


Experience:



  • 10–15 years of IT leadership experience, including at least 5 years in a VPIT or senior technology leadership role.

  • Proven expertise in major system implementation, automation, cloud computing, cybersecurity, and enterprise software solutions.

  • Experience within financial services, nonprofit, or a regulated industry is a plus.


Skills & Competencies:



  • Strong strategic planning and leadership skills, with a track record of driving IT transformation initiatives.

  • Excellent problem-solving and analytical skills, with the ability to assess risks and develop mitigation strategies.

  • Ability to manage cross-functional teams and lead enterprise-wide projects.

  • Strong communication skills, with the ability to convey technical concepts to non-technical stakeholders.


ADDITIONAL INFORMATION: 


LIIF offers a hybrid work environment with flexibility to balance in-office and remote work. However, all employees are expected to work on-site at least two (2) days per week. The successful candidate may be expected to travel occasionally for meetings or other Company sponsored events.

Salary : $180,000 - $220,000
