Responsible for the overall administration, management, and guidance of MSD facilities services. Provides oversight, leadership, and direction on the daily operations of the facilities department to include building operations services and contracts for HVAC, mechanical, electrical, and plumbing. Oversees the operations and maintenance activities involving MSD district and regional sites. Directs facilities functions, and monitors performance and adherence to strategic business objectives. Provides oversight and management of the Facilities, Safety and Security operating budget. Collaborates with Directors on organizational objectives and services that cross boundaries. Oversees and manages special projects for the Chief of Facilities, Safety and Security. Oversees business functions that support the day-to-day operations, and efficiencies of Facilities, Safety and Security. Assists in capital projects.
Directs a variety of complex operational functions including procurements, divisional assessments, contract management, personnel, building functions and property management. Provides organizational leadership and management of facilities operations. Directs all MSD facilities services including electrical, mechanical, structural, furniture, space planning and design, and renovation of properties. Facilitates external assistance and contracts, as necessary. Directs departmental priorities, functions, services, and activities. Oversees the development of department policies and procedures. Provides direction and consultation to vendors and contractors. Oversees administrative responsibilities for Security Command Center and contracts pertaining to MSD physical security assets. Directs the development of management principles and initiatives within the facilities department including contract renewal strategies and leadership development plans. Oversees the operational management and delivery of all facilities management services. Manages technical assistance during scoping, planning, and developing of projects. Directs the execution of project plans and /or initiatives. Directs and assigns priorities and oversees projects progress assessments. Provides instruction, direction and support to staff and oversees hiring, resource analysis, assignments, training, monitoring, and the performance evaluation process. Initiates corrective and/or disciplinary actions as required. Oversee the development of divisional budget, including forecasting projections and expense reserves. Reviews, and analyzes financial reports, budget recommendations and operating expenditures. Deploys value added solutions to reduce cost. Directs the development of goals in support of the strategic business plan. Collaborates with management and leadership team to develop, monitor, and implement facilities standard operating procedures and emergency procedures for current and future operations and projects. Develops and enhances suitable metrics and indicators of performance driven success factors and works to ensure continuous improvement. Assists the Chief of Facilities, Safety & Security and Executive Director with regionalization, property management, security, inspection and building operating services. Acts as liaison for records information and governance, legal and engineering services. Oversees and executes the development of Facilities staff succession and individual growth planning. Works within organizational business offices or virtually on pre-approved schedules. Directs and carries out special projects as required.
Knowledge of management principles and practices; knowledge of facilities principles and techniques, knowledge of local, state and federal regulations as they pertain to building codes and permits; skill in oral and written communication; skill in project management; skill in operating a PC and associated Windows environment software (e.g. Microsoft Office Suite); ability to read and interpret blueprints, floor plans and schematic diagrams; ability to create and modify CAD drawings; ability to review and comment on design concepts, plans and specifications; ability to perform data and trend analysis; ability to supervise a diverse workforce; ability to exercise judgment and discretion; ability to handle multiple priorities; ability to establish goals and priorities; ability to analyze problems and initiate solutions; ability to be courteous and helpful under pressure; ability to work under heavy surges in workload and deadline pressure; ability to work 24 hour emergency response, various shifts and weekends.
Bachelor Degree in business management, business administration or a related field; eight or more years of experience relating to facility or building operation; an equivalent combination of education and experience may be substituted. Must have three or more years of management experience. Must possess a valid driver's license. Must have safe work and driving habits.
