What are the responsibilities and job description for the OMB Accountant II position at Louisville Metro Government?
The purpose of this position is to analyze and monitor financial activity and prepares accurate financial statements, reconciliations, work-papers, reports and schedules.
This class works independently, under limited supervision, reporting major activities through periodic meetings.
ESSENTIAL FUNCTIONS
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
• Provides technical assistance concerning financial statements, accounting processes, and preparation of financial reports.
• Reviews accounting policies and procedures and recommends modifications.
• Assists in the preparation of closing year-end books.
• Prepares correspondence and documents and completes special projects.
• Compiles and prepares interim and annual financial statements for component units, related agencies, non-profit organizations, and foundations in accordance with Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards.
• Audits, analyzes and approves accounting transactions for accuracy and compliance with GAAP and Governmental Accounting Standards.
• Researches GAAP and Governmental Accounting Standards for application to Metro policies and procedures and appropriate financial reporting.
• Maintains debt service funds and prepares related journal entries for transactions in accordance with Governmental Accounting Standards.
• Coordinates component unit activities, compiles and prepares financial information for Metro’s Comprehensive Annual Financial Report (CAFR).
• Compiles and prepares financial information, reconciliations and work-papers in response to audit requests.
• Verifies the accuracy of calculations, prepares journal entries, prepares reports and oversees general fund appropriation disbursements.
• Processes and reconciles general ledger accounts.
• Prepares bank account, general ledger, tax and petty cash reconciliations and conducts periodic audits of departmental petty cash funds.
• Researches, collects and analyzes financial data for submission of required reporting.
• Maintains capital asset management system.
• Services loans and prepares 1098 tax reporting forms.
• Maintains records for School Transportation Subsidies, calculates annual distributions and prepares requests for annual subsidy payments.
• Coordinates Jefferson County Sheriff’s property tax collection reconciliation and annual audit of property tax collection account.
• Maintains surplus property inventory records, departmental transfers of capital assets, and reviews reconciliations of surplus property accounts.
• Performs related work as assigned.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
• Bachelor’s Degree in Accounting, Economics, Finance, Business or Public Administration or related discipline.
• Two (2) years of finance, accounting, budget preparation, budget analysis or financial analysis experience or an equivalent combination of education, training and experience.
