Engineer Manager-Traffic Engineering
The Traffic Engineering Manager position oversees the Traffic Engineering, Electrical Maintenance and Signs & Markings teams. The manager is responsible for the maintenance and operations of Metro owned and maintained traffic signals, school flashers, streetlights, and signage and pavement markings within the public ROW. Additionally, the manager is responsible for coordinating with KYTC regarding maintenance and operations of State-owned traffic signals within Jefferson County.


Summary Objective

The purpose of this position is to evaluate policies and procedures and recommends modifications. Manages engineering projects, survey and field operations and activities.
This class works independently, under limited supervision, reporting major activities through periodic meetings.

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
• Enforces safety procedures to ensure safe operation of equipment and employee safety.
• Reviews and approves engineering plans, specifications and studies and coordinates the planning and implementation of projects.
• Evaluates projects for compliance with ordinances, laws, regulations, policies and engineering standards.
• Directs the development and completion of surveys and field investigations.
• Investigates complaints from the public concerning engineering and surveying projects and assists in resolving problems.
• Provides technical assistance and instruction concerning engineering and surveying projects.
• Represents the department to other governmental agencies, community and neighborhood groups and the public concerning engineering projects and funding issues.
• Monitors capital expenditures, directs and coordinates vendor contracts and assists with budget preparation.
• Performs related work as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

• Bachelor’s Degree in Engineering.
• Six (6) years of engineering experience or an equivalent combination of education, training and experience
PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

•Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

SPECIAL CERTIFICATIONS AND LICENSES

•State of Kentucky Professional Engineer License.
•Must possess and maintain a valid state driver’s license with an acceptable driving history.
