Summary Objective

The purpose of this position is to supervise the operations of health service clinics, public health services, or community health programs. Coordinate program activities with other health service programs or community agencies.

This class works under administrative supervision, developing and implementing programs within
organizational policies and reports major activities to executive level administrators through conferences and reports.

ESSENTIAL FUNCTIONS

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.

  • Assists in budget preparation and monitors and controls expenditures.

  • Plans, coordinates, and supervises a health service site or public health program.

  • Evaluates and recommends improvements in health care procedures, services and facilities.

  • Conducts training classes, lectures, and seminars on public health related topics and departmental programs.

  • Coordinates program activities with other health service programs or community agencies.

  • Represents the department to the public and attends public meetings and conferences to discuss, inform, and instruct others concerning health services and programs. * Participates in quality assurance activities.

  • Reviews employee timesheets, mileage reports, and other expenditures for accuracy.

  • Collects statistical data and prepares reports regarding program or performance activities.

  • Executes and maintains program records, grant regulated policies, and team performance procedures.

  • Performs related work as assigned.

WIC NUTRITION:

  • Supervises clinic nutrition programs, operations, and activities.

  • Prepares training materials and conducts nutrition education workshops.

  • Supervises, plans, organizes, and evaluates clinic nutrition programs, operations, and activities.

  • Coordinates nutrition services with departments and agencies.

  • Consults with professional personnel concerning basic nutrition, therapeutic diets, and program services.

  • Interviews and monitors vendors participating in nutrition programs.

  • Schedules and conducts lectures, discussion groups and classes in nutrition.

  • Develops and disseminates nutrition education materials.

RECORDS DIVISION:

  • Monitors and ensures HIPPAA compliance department wide.

  • Reviews and evaluates programs for compliance to safety, risk management, quality assurance and accreditation standards and regulations.

  • Conducts safety, risk management, and quality assurance inspections to ensure compliance to standards and regulations.

  • Maintains policies and procedures related to PHI access and use; ensures strict adherence by all staff with access to PHI.

  • Assesses methods and procedures used to store and transmit PHI.

  • Identifies security or other compliance risks and researches and recommends improvements.

  • Exercises supervision over subordinate personnel.

  • Coordinates activities associated with filing records requests.

  • Oversight of record archiving process in alignment with applicable retention schedules.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Bachelor’s Degree in Nursing, Business or Public Administration, Public or Community Health, Dietetics, Home Economics, Nutrition, or related discipline.

Three (3) years of nursing, primary care, community or public health services, public health science, nutritionist, or social service experience or an equivalent combination of education, training, and experience.

RECORDS

Three years of nursing, HIPPAA compliance, community or public health services, public health science, social science, risk management, occupational safety and health, quality assurance, research, analytical or administrative experience including one year of supervisory experience.

OTHER MINIMUM REQUIREMENTS

Must be vaccinated for hepatitis B, have provided evidence of immunity, or have signed a declination form within ten days of initial assignment.

Must provide one's own source of transportation.

Must possess and maintain a valid state driver’s license with an acceptable driving history.

WIC NUTRITION

Must be licensed as a Dietitian in the State of Kentucky (KRS 310.021) or must be certified as a Nutritionist in the State of Kentucky (KRS 310.031) or obtain within one (1) year of hire.

PHYSICAL DEMANDS

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT)

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

In addition, they are responsible for ensuring that a safe work environment is maintained, safe work practices are followed and employees are properly trained.
