SUMMARY OF RESPONSIBILITIES:
The Program Manager leads the implementation and ongoing development of Louisiana Green Corps workforce training programs. This role oversees the daily operations of the Construction and Conservation Corps program and manages program staff, partnerships, and training initiatives that prepare Corps Members for careers in the green economy.
The Program Manager works closely with program staff and external partners to deliver hands-on training, support career pathways, and ensure strong participant outcomes.
ESSENTIAL FUNCTIONS:
Program Delivery
● Plan and coordinate cohort schedules, training sessions, and hands-on project assignments for 40–60 Corps Members annually.
● Coordinate project logistics, including work sites, equipment, transportation, and safety planning.
● Identify cost-effective strategies to deliver programs and activities while ensuring the safety of all program participants.
● Works closely with program staff, municipal partners, employers, unions, and community-based organizations to design and implement training as well as projects aligned with Green Corps goals.
● Oversees storage, inventory, replacement, and delivery of tools, equipment, and supplies.
● Monitors job skill development of Corps Members and advances programming that provides paid, on-the-job training to ensure individuals have the tools they need to secure and maintain quality employment.
● Supervises program staff, including Crew Supervisors and the Manager of Career Pathways and Supportive Services.
● Fosters a collaborative team culture that supports staff development, participant success, and continuous program improvement.
● Develops recruitment, intake, retention, and job placement strategies to ensure participants successfully transition into employment in construction, green infrastructure, and related industries.
● Maintains and updates a database of employer and partner organizations supporting Corps Members and graduates in partnership with the Career Pathways and Supportive Services Manager.
● Contributes to program design and continuous improvement efforts.
● Conducts life skills and work readiness training as needed and evaluates the effectiveness of the programs delivered by staff and contracted partners who facilitate work readiness components.
● Oversees case management systems, career development, and participant support services to ensure retention, program completion, and successful job placement.
Supervision and Administration
● Leads and oversees participant tracking, paperwork completion, background checks, and drug testing as needed to ensure program quality and sustainability.
● Oversees and supports post-program follow-up phone calls and tracking notes for graduates and follow-up reports.
● Maintains knowledge of and ensures compliance with Louisiana Green Corps policies.
● Responsible for data collection and reporting for program operations and grant requirements.
● Develops and maintains systems and practices for data collection with Crew Leaders, the Career Pathways and Supportive Services Manager, and program participants for weekly data collection and reporting.
● Completes other administrative duties as assigned.
Sustainability Planning
· Supports program sustainability and growth by identifying new partnership opportunities, training initiatives, and workforce pathways that expand employment opportunities in construction, green infrastructure, and water management.
REQUIRED QUALIFICATIONS:
● Minimum of four years of experience in project management or operations, program evaluation, and systems evaluation.
● Minimum of four years of experience in youth workforce development or vocational education.
● Ability to develop relationships and plans to advance the goals of the green jobs program.
● Ability to take ownership and drive responsibilities through to completion.
● Ability to build and maintain relationships with diverse stakeholders.
● Demonstrated commitment to diversity and cross-cultural issues.
● Successful completion of background checks.
● Outstanding written and verbal communication skills.
● Ability to exercise excellent judgment.
● A valid driver’s license and seven years of driving experience to transport participants in a passenger van to sites.
PREFERRED QUALIFICATIONS:
● Experience in one or more of the fields of construction, horticulture, and land care management, and/or energy efficiency/weatherization, solar, or a related field is preferred.
● Familiarity with the New Orleans metro area construction industry, green infrastructure sector, public land management, and/or local National Service programs is preferred.
TECHNOLOGICAL SKILLS
Proficiency in Microsoft Office (Word, Excel, PowerPoint), Google Workspace, Zoom, and database or workforce program tracking systems. Ability to document program activities and outcomes through photos and written content for reports, grants, and communications, including social media.
HOURS AND WORK ENVIRONMENT:
Primarily Monday through Friday, 8:00 AM to 4:00 PM. The Program Manager is occasionally expected to work after-hours on weekends for events such as career fairs, alumni events, and donor engagement functions. Ability to maintain regular, punctual attendance consistent with ADA, FMLA, and other federal, state, and local standards.
PHYSICAL DEMANDS:
The ability to lift and carry up to 50 pounds and perform work requiring physical mobility. Louisiana Green Corps will provide candidates with accommodation for job-related tasks in compliance with the Americans with Disabilities Act and in accordance with any recommendations made by a board-certified physician for any documented disability, acute or chronic illness.
DRIVING
Must have a valid Louisiana driver’s license and at least seven years of driving experience. This role requires transporting participants (up to 12 passengers) to program sites and ensuring safe vehicle operation and maintenance in accordance with state laws and organizational policies.
BACKGROUND CHECKS
Must pass a background check, including fingerprinting, criminal history, references, and employment/education verification. Additional screenings may be conducted as needed.
