Human Resources Specialist – Classification & Compensation
The Louisiana Department of Transportation and Development (DOTD) is seeking an experienced Human Resources Analyst/Specialist to serve in the Classification and Compensation Unit within the Office of Management and Finance, Human Resources Section. This position provides advanced-level consultation and support involving position classification, compensation, organizational structure, special pay requests, and compliance with State Civil Service rules and DOTD policies.
The position advises District Human Resources staff, supervisors, appointing authorities, office heads, and executive leadership on classification and compensation matters. Responsibilities include reviewing position descriptions, conducting position audits and salary analyses, preparing recommendations and position papers, processing job assessments, and assisting management with appropriate compensation options.
This role is ideal for an HR professional who is analytical, detail-oriented, and comfortable interpreting policies, evaluating complex requests, and communicating recommendations to multiple levels of management. Applicants with experience in classification, compensation, salary administration, position management, Civil Service rules, job assessments, organizational analysis, SAP/HCM, or public-sector human resources are encouraged to apply. Minimum Qualifications
Three years of human resources experience; OR
Six years of full-time experience in any field; OR
A bachelor’s degree.
Experience Substitution
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

The level at which the position is filled will be determined based on the qualifications of the selected candidate.

Job Duties
- Advises District Human Resources staff, supervisors, appointing authorities, office heads, and executive leadership on classification and compensation matters.
- Reviews position descriptions and supporting documentation to determine appropriate position allocations in accordance with State Civil Service criteria and DOTD requirements.
- Conducts position audits, analyzes job duties, prepares audit findings, and recommends corrective actions when classification concerns are identified.
- Maintains DOTD’s position description records and coordinates the periodic review and updating of classified position descriptions.
- Reviews and coordinates job assessment requests, proposed job specifications, memorandums of understanding, and requests involving unclassified positions.
- Evaluates compensation requests and recommends appropriate pay mechanisms, including Special Entrance Rates, Premium Pay, Optional Pay, and other authorized compensation options.
- Prepares position papers, salary analyses, fiscal impact information, and supporting documentation for review by DOTD leadership and State Civil Service.
- Conducts salary surveys and analyzes market, turnover, recruitment, and retention information to develop recommendations.
- Reviews requests for special pay under State Civil Service Rule 6.5(g) and payment for attainment of an advanced degree to verify eligibility and supporting credentials.
- Researches and resolves position and organizational data issues in SAP/HCM and coordinates with appropriate staff when corrections cannot be completed at the agency level.
