DOTD Chief Engineer
The Louisiana Department of Transportation and Development (DOTD) is seeking a highly experienced and strategic engineering leader to serve as the Department’s Chief Engineer. This executive-level position provides leadership, direction, and oversight of DOTD’s engineering divisions and programs, ensuring the successful delivery of transportation infrastructure across the state.
The Chief Engineer serves as the engineering authority for DOTD and is responsible for establishing and maintaining engineering standards, policies, and procedures that guide project development, construction, and system preservation. This role plays a critical part in advancing DOTD’s mission by ensuring that transportation projects are delivered efficiently, safely, and in alignment with state and federal requirements.
This role is ideal for an experienced engineering professional who has a strong background in transportation infrastructure, demonstrated leadership experience, and the ability to manage large-scale programs while influencing organizational strategy and policy.

Minimum Qualifications
Possession of a current Louisiana license to practice professional Civil engineering plus one of the following, which must include three years of experience at the supervisory level or above:
NOTE: Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Compensation: Additional compensation may be considered for applicants who possess extraordinary job-related qualifications or credentials in accordance with State Civil Service Rule 6.5(g) and DOTD policy. Any such consideration is subject to approval and applicable pay limitations.

- Five years of licensed engineering experience or nine years of professional engineering experience; OR
- A master’s degree in engineering plus four years of licensed engineering experience or eight years of professional engineering experience: OR
- A Ph.D. in engineering plus three years of licensed engineering experience or seven years of professional engineering experience.

- Provides leadership and direction to DOTD engineering divisions and programs to support statewide transportation initiatives
- Establishes and oversees engineering standards, policies, and procedures related to project delivery and infrastructure systems
- Directs planning, development, and execution of transportation projects, including highways, bridges, and related systems
- Leads strategic planning efforts, including development of organizational goals, priorities, and performance measures
- Ensures compliance with federal and state laws, regulations, and internal policies governing engineering operations
- Coordinates with executive leadership and internal stakeholders to ensure alignment of engineering programs and resources
- Develops and maintains relationships with external agencies, partners, and stakeholders to support transportation initiatives
- Represents DOTD in meetings, discussions, and initiatives related to engineering and infrastructure development
