Real Estate Appraiser I

The Office of the Commissioner of the Revenue is seeking a Real Estate Appraiser I to conduct professional residential real estate appraisals of low to moderate complexity for real property.

Completes field appraisal inspections of residential real estate properties.

Answers public inquiries concerning mass appraisal or property data.

Collects required data, sketches properties from architectural drawings filed with Building Official, determines quality of construction and condition of improvements.

Maintains the county’s mass system and ensures information is up to date and accurate.

Reviews sales ratio data for benchmark studies of all property classes and types

Reviews and assists with residential new construction, acreage changes/splits

Assists in the preparation of cases for the Board of Equalization, as needed.

Assists in Commercial property valuation research, as needed

Assists with the maintenance of assessment appeal database

Ensures all construction permits are managed according to department standards and assessed accordingly.

Assists with appeal research, answers tax payers questions and confirm accuracy.

Participates in professional training to remain informed of federal, state, and local tax laws and professional appraisal standards

General knowledge of the practices of real estate appraising for assessment purposes; some knowledge of building and land values; some knowledge of the State laws, and County ordinances relating to real property assessing; some knowledge of the Uniform Standards of Professional Appraisal Practice (USPAP); ability to analyze factors which tend to influence the value of property and to exercise judgement in the determination of property values; ability to write clear and concise reports; ability to provide good verbal and written communication with the general public and associates. Ability to use a computer and be trained in CAMA software and the ability to maintain CAMA databases. Should possess knowledge of computer software programs related to assessment (Microsoft Office, CAMA, Multiple Listing Services, GIS).

Graduation from high school and two (2) years of real estate appraisal experience preferred. Completion of IAAO Course 101: Fundamentals of Real Estate Appraisal (including exam) and IAAO Course 300: Fundamentals of Mass Appraisal (including exam) within 12 months of hire.
