The Department of Housing and Community Development works to facilitate, inform and advise the community on the development and implementation of strategies to address the unmet housing needs of all Loudoun County residents. The department also develops funding opportunities and provides grants and loans to help preserve, provide access to, and add to the supply of affordable housing. It provides programs to increase affordable housing opportunities for Loudoun’s low- to moderate-income households, including homebuyers and renters, as well as nonprofits and affordable housing developers.
EXAMPLE OF DUTIES
Loudoun County Government is seeking a highly skilled and experienced professional to serve as a Housing Choice Voucher (HCV) Program Housing Counselor for the Department of Housing and Community Development. The HCV Program is a federal program administered by Loudoun County that assists very low- and extremely low-income households to afford decent, safe, and sanitary housing in the private market. A housing subsidy is paid to the landlord directly by Loudoun County on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. In this pivotal role, the Housing Counselor will perform a variety of procedures to achieve and maintain high utilization and delivery of housing assistance subsidies to qualified program participants; screen clients to certify initial eligibility; complete re-certifications; determine and verify income, assets, medical expenses, and other eligibility requirements; and complete subsidy and rent calculations, utility allowances, and rent reasonableness.Hiring salary is commensurate with experience.

Successful candidates will undergo background checks as required. Valid driver’s license and good driving record (driving records may be reviewed annually for continued qualification). Hold or obtain Housing Choice Voucher (HCV) Specialist Certification within first year of employment. This position has a “Position of Trust” designation.
