Essential Job Functions Manages County capital projects from programming through post-construction by overseeing cost, schedule, design, construction, inspection, and coordination with agencies and stakeholders to ensure successful project delivery. Supervises and develops staff by assigning work, providing training and guidance, monitoring performance, and taking corrective or disciplinary action as needed to ensure effective and timely service. Reviews and approves project documents and reports for accuracy, technical feasibility, and administrative compliance to ensure effective communication and informed decision-making. Approves change orders and project modifications by reviewing scope, schedule, and budget impacts, and coordinating with stakeholders to support efficient project execution. Oversees project budgets by monitoring expenditures, assessing funding needs, and implementing cost controls to ensure projects are delivered within allocated resources. Directs procurement and contract management activities, including Requests for Proposals, consultant/contractor selection, contract changes, and deliverable approvals to ensure effective use of consultant and contractor services. Acts on behalf of the Division Manager as assigned, ensuring continuity of operations and effective communication with executive leadership. Develops and recommends policies, standards, and procedures by conducting research, engaging stakeholders, and implementing approved improvements to align with best practices and support continuous improvement. Requirements REQUIREMENTS TO QUALIFY: Graduation from an accredited college with a Bachelor's degree* in Architecture, Landscape Architecture, Construction Management, Construction Technology, Civil Engineering, Mechanical Engineering, Electrical Engineering, or a closely related field -AND- Two years of project management experience at the level of** County of Los Angeles class of Senior Capital Projects Manager, PW*** LICENSE: A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions. OTHER REQUIREMENTS: A valid Certificate of Registration**** as a Civil Engineer, Electrical Engineer, Mechanical Engineer, Structural Engineer, Architect, or Landscape Architect obtained from the State of California. -OR- A valid certification by the Construction Management Association of America**** as a certified construction manager is required. PHYSICAL CLASS: Physical Class II – This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
