Provides executive direction to the mission, goals, and objectives of transit operations administration by providing oversight and analysis in support of Metro-wide operational strategies and programs.

  • Directs the administration of overall policies, programs, and Board relationship for Operations by establishing goals and major priorities, and developing strategies for and resolutions to major issues
  • Provides direction and management to the business unit's Administration and Financial services group, including the Central Oversight and Analysis unit
  • Advises the Chief Operations Officer on transit business related matters; formulates policy recommendations for Metro Board of Directors, and attends Board meetings; prepares monthly agendas for committee meetings
  • Works with outside agencies and policy makers to secure support for programs and creates partnerships; chairs and serves as a member of inter-departmental and inter-agency committees
  • Develops Operations annual budgets, both operating and capital, to ensure compliance with agency's goals, adherence to policies and procedures, and meeting of service needs
  • Participates in bargaining unit negotiations
  • Complies with Metro's efficient and effective bill paying standards to ensure project and cost center invoices are paid in a timely manner
  • Reviews unit performance against goals and takes necessary management actions to address deviations
  • Oversees and reviews funding applications for various programs
  • Ensures cooperation and coordination among departments to achieve agency-wide goals and objectives
  • Represents Metro in meetings and conferences with public agencies, the private sector, public and corporate officials, and the general public
  • Directs studies, investigations, and analyses; presents oral and written reports of findings and recommendations
  • Maintains and updates long-range staffing plans, resource needs, and contingencies to support Metro operations
  • Prepares and presents reports to executive and management staff, the Board of Directors, and outside agencies
  • Manages transitional duty program and employees for the agency
  • Oversees contract services staff and manages contracts
  • Supervises, trains, mentors, and motivates assigned staff
  • Communicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for the safety performance of all assigned employees

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education
  • Bachelor's Degree in Business, Public Administration, Transportation Planning, or a related field; Master's Degree in a related field preferred
Experience
  • Eight years of relevant senior management-level experience in business operations in a public or private environment or other comparable transit organization
Certifications/Licenses/Special Requirements
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
Preferred Qualifications
Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment.   • Experience preparing and managing annual operating and capital budgets
  • Experience analyzing, managing, and improving budget variance performance
  • Experience overseeing planning, application, monitorization, and administration of grants to support Operations’ eligible State of Good Repair Projects
  • Experience collaborating with Talent Acquisition to fill high volume union represented recruitments
  • Experience developing short and long-range strategic financial plans for state of good repair Capital Programs

  • Applicable local, state, and federal laws, rules, and regulations

  • Planning, organizing, and controlling the integrated work of a multi-tiered organizational unit in providing transit operations, services, and programs
  • Developing and implementing objectives, policies, procedures, work standards, and internal controls
  • Managing multiple projects and staff to ensure that strategic goals are being achieved
  • Analyzing situations, identifying problems, implementing solutions, and evaluating outcomes
  • Exercising sound judgment and creativity in making high-level decisions
  • Communicating effectively orally and in writing
  • Preparing comprehensive reports and correspondence
  • Interacting professionally with various levels of Metro employees, outside representatives, and public officials

  • Establish and maintain cooperative working relationships

  • Represent Metro before elected officials and the public
