The LA County Board of Supervisors recently declared a local state of emergency for homelessness, and the County is working to revise and expand our response to help all who are affected. We are looking for qualified and passionate individuals to help us in the mission of addressing issues like housing, mental health, and substance use. The Los Angeles County Department of Health Services (DHS) is seeking qualified candidates to fill emergency Management Analyst vacancies related to the homelessness crisis.

Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.

Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.

Those who successfully pass the assessment will be considered for permanent appointment to Management Analyst.

ABOUT LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES:

The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. Through its integrated system of 25 health centers, four acute hospitals and expanded network of community partner clinics – DHS annually provides direct care for 600,000 unique patients, employs over 23,000 staff, and has an annual budget of over $6.9 billion.

Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings to supportive housing.

ABOUT HOUSING FOR HEALTH PROGRAM:

Housing for Health (HFH) provides housing and supportive services to Department of Health Services (DHS) clients who are homeless and who have complex medical and/or behavioral health conditions. Since its inception, HFH has expanded to provide a continuum of housing and supportive services to unhoused country residents. HFH is now one of the two largest homeless housing and services entities in Los Angeles County.

DEFINITION:
Performs a variety of analytical, technical, and/or confidential and sensitive assignments in core functional areas of human resources, contract development and administration, or health programs operations and administration.

CLASSIFICATION STANDARDS:
This is a broad-based, flexibly staffed class in which incumbents utilize a similar level of analytical and technical skills and abilities while drawing upon knowledge acquired through specialized experience, training, and/or education. Positions allocable to this class that function in human resources and contracts development and administration are located in a central administrative department or the central administrative office of a line department; and positions that function in line department health programs are located in the centralized program-support function or in a centrally administered, department-wide program. Incumbents typically report to a higher-level analyst or supervisor and are responsible for carrying out a variety of analytical and technical assignments within the aforementioned areas. Assignments require the use of discretion and care in the handling of confidential and sensitive information used to support management decisions, as well as professionalism and tact in interacting with internal and external higher-level staff and management in the planning and coordination of work efforts.

Incumbents in this class receive general supervision while independently carrying out a variety of routine to moderately complex assignments, and more direct supervision during the performance of complex assignments. Each require the use of established research and analytical methods and techniques and sound professional judgment to analyze related problems and issues and identify and select the most appropriate course of action from a set of alternatives. Recommendations made at this level impact higher-level staff and management decisions.

Assignments are made in terms of objectives, priorities and deadlines to be achieved, with incumbents exercising responsibility in planning and carrying out the successive steps required to complete the work. Assignments are typically covered by established guidelines and methods. However, more complex assignments may require incumbents to make independent interpretations of data gathering methods and analytical techniques in order to achieve study objectives or seek guidance from a supervisor in situations where existing guidelines, methods and procedures cannot be applied or require significant deviations. Completed work products are evaluated for technical soundness and conformity to pertinent policies and requirements.

Management Analyst is distinguished from the Management Assistant in that the latter represents an entry-level class in which incumbents learn to apply a basic knowledge of the principles, concepts and methods used to research, analyze and resolve problems associated with designated administrative functional areas, whereas the former carries out the full range of routine to moderately complex assignments in order to gain additional professional experience in preparation for advancement to the Administrative Services Manager I or Health Program Analyst I class.

Essential Job Functions

DUTIES AND RESPONSIBILITIES:

  • Assist with the development of solicitation documents including, but not limited to: Request for Proposals (RFP), Requests for Statement of Qualifications (RFSQ), Request for Applications (RFA), Requests for Services (RFS), and Work Order Solicitations (WOS); working directly with DHS executive and senior managers and facility/program managers to define the scope of services, contractor qualifications, and performance specifications; conduct the solicitation process; and prepare final recommendations supporting contract recommendations.

  • Research requests for contract amendments and make recommendations on appropriate action; and analyze changes in contractor ownership during the agreement period, research and make recommendations for action, and prepare appropriate contractual documents and Board of Supervisors (Board) and County Counsel correspondence to effectuate changes.

  • Assist in developing Board letters for approval of contracts and contract amendments, acceptance of grants and donations, purchase of fixed assets and other transactions requiring Board approval; obtain approvals from DHS internal operations, County Counsel, Chief Information Office and Chief Executive Office and other departments as necessary and prepare other internal and external correspondence as necessary.

  • Assist line operations in identifying contractual and funding problems, and in resolving differences with contractors.

  • Assists in formulating policies and procedures for contract development and/or in designing forms and other tools to aid in contract development.

  • Provide strategic recommendations on procurement and contracting issues; which include research and preparation of complex contract documents, submissions, reports, and briefing materials for senior management and consult with County Counsel and other departments to formulate recommendations.

  • Assists in conducting legal research on applicable laws and regulations, analyzes impact to department contracting efforts and may confer with County attorneys to formulate recommendations.

  • Conducts reviews of contractor's compliance with such requirements as licensure, insurance, Living Wage Ordinance, and Jury Duty Ordinance.

Requirements

SELECTION REQUIREMENTS:

OPTION I: Four (4) years of experience performing basic to routine analytical assignments, which involved researching, analyzing, and synthesizing data and recommending solutions to problems related to administrative or program support functional areas.

SPECIAL REQUIREMENT INFORMATION:

Experience performing basic to routine analytical assignments that involve researching, analyzing, and synthesizing data and recommending solutions to problems related to administrative or program support functional areas is gained at the Los Angeles County class of Management Assistant or higher.

LICENSE:
A valid California Class C Driver's License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS II - Light:
This class includes administrative and clerical positions requiring light physical effort, including occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
