The Public Finance Division provides advice and legal representation to the Mayor, City Council and its Budget and Finance Committee, the City Administrative Officer (CAO), the Office of Finance, the Controller, the Treasurer, the Bureau of Sanitation and other City departments regarding municipal revenue matters, municipal tax collection and litigation, bankruptcy matters, Federal and State tax compliance matters, the City of Los Angeles 457(b) Plan and other employee benefits matters, as well as bond/debt matters of the City (including bond issuance, administration, disclosure and tax matters) and other financial issues.

The attorney assigned to this position will provide legal advice to the CAO’s Debt Administration Section and other City departments (other than the proprietary departments and the Housing Department), including the Bureau of Sanitation, the Mayor and City Council, on: (1) municipal finance matters concerning the issuance and administration of tax-exempt and taxable bonds; (2) State and Federal post-issuance compliance matters applicable to municipal bonds; (3) disclosure and securities law matters applicable to municipal bonds; (4) negotiating and advising on contracts relating to municipal financings, including leases, indentures, credit facility agreements, escrow agreements, and bond purchase agreements; (5) preparation of ballot measures seeking voter authorization for matters such as general obligation bonds or special taxes; and (6) advising on Proposition 218, Proposition 26, and other similar issues. Litigation may be involved.


Additional responsibilities include the preparation of related ordinances for municipal financings, opinions related to municipal financings, City Council Reports, and other documents relating to municipal bond financings and municipal finance matters.

  • Licensed to practice law in all courts in the State of California;
  • At least 5 years of municipal bond financing experience;
  • Knowledge of and experience with municipal bonds and other debt financing for California local agencies (including the various bond programs administered by the CAO, such as general obligation bonds, lease financings, revenue bond financings, tax and revenue anticipation note financings, Mello-Roos community facilities districts and financings, assessments, and special taxes);
  • Knowledge of laws relating to municipal bond financings and other municipal finance matters, including securities laws;
  • Excellent oral and written communication skills;
  • Ability to work as a team member with City staff, external bond and disclosure counsels, and municipal advisors; and
  • Demonstrated research and writing skills in complex areas of law.


Desired Qualifications

  • Experience advising legislative bodies, including knowledge of the California Public Records Act, Brown Act and conflict of interest laws;
  • Knowledge of and experience with public contracting laws and procurement practices;
  • Experience providing legal advice to public agencies and/or regulatory agencies, and public officials.

Current Location

City Hall East, 200 N. Main Street, Los Angeles. Position is subject to assignment at any location within the County of Los Angeles.

Probation

Appointment to this exempt position (non Civil-Service) will be subject to a two year probationary period as required by Section 1050 of the City Charter. Successful completion of the two-year probationary period will result in tenure with the office.


Classification

For internal applicants only – Placement in this position will initially be as a lateral transfer with the selected candidate assuming the position in their current classification.
