What You Will Do

The Weapons Infrastructure Program Office (WIPO) seeks an exceptional senior leader to serve as the Deputy Program Director. This Project-Program Director 6 position serves as the senior deputy to the WIPO Program Director, supporting the execution of WIPO's mission as the lifecycle asset portfolio director for Weapons Program infrastructure at Los Alamos National Laboratory.

WIPO ensures that appropriate infrastructure assets exist, are funded, and that each asset is ready, reliable, and capable of supporting mission execution. The Deputy Program Director provides critical leadership across WIPO's portfolio elements-Capability Delivery, Transitions to Operations and Disposition, Operations & Maintenance, and Analytics & Decision Support-ensuring integration, consistency, and excellence in execution.

This position requires a visionary leader who can operate at the highest levels of Laboratory and DOE/NNSA leadership, manage complex cross-cutting initiatives, integrate mission requirements with infrastructure capabilities, and drive continuous improvement across a diverse, multi-billion-dollar infrastructure portfolio.

Specifically, the WIPO Deputy Program Director will be responsible for:

• Executive Leadership and Program Support: Serve as the senior deputy to the WIPO Program Director, providing strategic counsel, taking on high-priority cross-program projects and initiatives, and ensuring continuity of leadership and decision-making across WIPO operations;
• Laboratory-Level Integration: Serve as WIPO's primary point-of-contact with the Laboratory Operations Council and Chief Operating Officers, ensuring WIPO priorities and execution plans are integrated with Laboratory operations and strategic planning;
• Project and Construction Coordination: Serve as the primary point-of-contact with the Associate Laboratory Director for Infrastructure, Construction and Project (ALDICP) Office of Project Planning and Oversight (OPPO) and Construction Projects Execution (CPE) office, ensuring alignment between WIPO portfolio priorities and Laboratory capital project processes;
• Mission Integration: Lead mission integration through coordination with the Weapons Program Mission Capability Integrators, ensuring WIPO infrastructure investments and capabilities directly support DDW program priorities and mission deliverable requirements;
• Standards and System Engineering: Establish and maintain consistent standards, system engineering approaches, and technical rigor across WIPO portfolio elements, ensuring world-class infrastructure planning and execution;
• Enterprise Risk Management: Lead risk management efforts across WIPO, implementing comprehensive risk identification, assessment, mitigation, and monitoring processes that protect mission execution and portfolio value;
• Scenario Planning and Strategic Analysis: Direct scenario planning activities to anticipate future mission requirements, technology changes, and infrastructure needs, positioning WIPO to proactively address evolving DDW priorities;
• Portfolio-Level Decision Support: Provide executive-level analysis and recommendations to support WIPO Program Director decision-making on portfolio prioritization, resource allocation, major investments, and strategic direction;
• Cross-Program Integration: Ensure effective coordination and integration across all WIPO program elements, eliminating redundancies, resolving conflicts, and optimizing portfolio-level outcomes;
• Continuous Improvement Leadership: Champion WIPO's values of being transparent, quantitative, data-driven, resolute, exacting, equitable, and agile, driving continuous improvement in processes, tools, and organizational effectiveness;
• Staff Development and Empowerment: Support WIPO staff in their ongoing development, ensuring decisions are made at the lowest practical level, staff are supported to take appropriate risks, and issues are escalated quickly for resolution;
• Strategic Partnership Development: Cultivate and maintain strategic relationships across the Laboratory, including with capability owners, mission organizations, facility operations, and other key stakeholders.
  
  

The WIPO Deputy Program Director reports directly to the WIPO Program Director and serves as a member of WIPO's senior leadership team.

What You Need

Minimum Job Requirements:

• Demonstrated consultative-level knowledge of complex program and portfolio management, including strategic planning, portfolio optimization, risk management, system engineering integration, mission-to-infrastructure alignment, and executive-level decision support across multi-billion-dollar portfolios.
• Demonstrated consultative-level knowledge of DOE Orders, NNSA policies and supplemental directives, Integrated Safety Management (ISM), Integrated Work Management, and Laboratory procedures relevant to infrastructure lifecycle management, capital project execution, and facility operations.
• Demonstrated extensive experience interfacing successfully at the highest levels with Laboratory leadership and senior external stakeholders, including developing strategic relationships, negotiating complex agreements, and resolving high-stakes issues.
• Demonstrated consultative-level knowledge of infrastructure lifecycle management across the full spectrum from mission needs analysis through disposition and demolition, including capital planning, construction project management, operations and maintenance, and recapitalization.
• Demonstrated extensive experience in mission integration, including translating mission requirements into infrastructure capabilities, coordinating across diverse stakeholder organizations, and ensuring infrastructure readiness to support mission execution.
• Demonstrated consultative-level knowledge of system engineering principles and their application to infrastructure portfolio management, including requirements development, technical baseline management, and configuration control.
• Demonstrated extensive experience leading enterprise-level risk management, scenario planning, and strategic analysis activities in complex, multi-stakeholder environments.
• Demonstrated exceptional oral and written communication and presentation skills, including the ability to brief executives and diverse stakeholder groups on complex portfolio issues and strategic initiatives.
• Demonstrated extensive experience leading organizational change, driving continuous improvement, and building high-performing teams in matrixed, complex organizational environments.
• Ability to obtain a DOE Q clearance.
  
  

Education and Experience: Position requires a minimum of a bachelor's degree in a technical discipline and at least fifteen years relevant experience, or an equivalent combination of education and experience. An advanced degree and Project Management Institute certification are preferred.

Desired Qualifications:

• Demonstrated consultative-level knowledge of the NNSA Weapons Complex, Nuclear Security Enterprise modernization initiatives, and NNSA strategic priorities.
• Extensive experience in the LANL weapons program and deep understanding of weapons program mission requirements, capabilities, and infrastructure dependencies.
• Demonstrated experience serving in senior leadership roles in large, complex organizations, including experience managing cross-functional teams and driving strategic initiatives.
• Experience with Department of Energy Planning, Programming, Budgeting, and Execution (PPBE) process and federal budget formulation.
• Knowledge of and experience with Laboratory governance structures, including Laboratory Operations Council and Chief Operating Officer roles.
• Experience working with Laboratory construction project processes, OPPO, CPE, and capital project delivery systems.
• Demonstrated success in building and maintaining strategic partnerships across diverse organizational boundaries and with external agencies.
• Experience implementing data-driven decision-making, analytics, and portfolio management tools and processes.
• Track record of leadership in safety, security, quality, and contractor assurance in high-consequence environments.

The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment:

Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
