Starting Salary: $70,000.00 (Salary TBD to Commensurate with Experience)

Job Function: Under the supervision of the Executive Director, the Operations Director is directly responsible for security, management, and operation of the physical plant; maintains a safe, security and sanitary treatment environment within the C.B.C.F. and its premises; acts in a limited capacity for the Executive Director his/her absence; supervises and schedules all security, food service, maintenance, and transport personnel; provides assistance in implementing treatment plans for residents; responsible for compliance of minimum operating standards from Federal, State, and local authorities; develops staff training policies and procedures related to facility security for all employees; works closely with the Program Director and acts as liaison with Courts and appropriate agencies.

Essential Duties & Responsibilities

Functional Operations

· Responsible the day-to-day operations of the C.B.C.F. and is on-call twenty-four (24) hours, seven (7) days a week.

· Maintains overall order of the facility.

· Ensures that C.B.C.F. minimum standards and related policy and procedures are consistently and uniformly followed and that all staff remain security conscious.

· Ensures that all current administrative (as applicable), personnel, program, and facility policies and procedures are properly communicated and adhered to by security, food service, maintenance, medical, and transport staff and that they are performing their job responsibilities satisfactorily per C.B.C.F. policies and procedure in these areas.

· Responsible for operations adhering to all accreditation standards regarding food service, recreation, visitation, emergencies, housing and resident correctional supervision.

· Ensures that residents are monitored and supervised according to established rules and regulations. This includes visual head counts being conducted, and when in use, isolation checks are being conducted within every twenty (20) intervals, unless more frequently as ordered to by medical or mental health personnel.

· Schedules and supervises the shakedown of the facility and its premises. These are to be conducted on a regular basis, at irregular intervals, and at other appropriate times.

· Acts as a liaison with contract medical staff and is responsible for relaying medical information.

· Ensures proper maintenance and repair of the physical facility, it premises, furnishings, and equipment. This includes requirements for health, fire, and building codes, and facility inspections and evaluations on a regular basis.

· Ensures compliance with agency policies and procedures with regards to all tools, toxic, corrosive, and flammable substances, and other potentially dangerous supplies and equipment, ensures that such items are being stored within a locked and secured area outside of the secured perimeter of the facility.

· Adheres to the tool control policy and ensures compliance with same. Responsible for maintaining a tool control system and ensuring that the system is strictly adhered to by staff having access.

· Adheres to the key control policy and ensures compliance with same. Responsible for maintaining a key control system and ensuring that the system is strictly adhered to by staff having access.

· Adheres to vehicle maintenance plans and ensures compliance with same. Responsible for monitoring use and maintenance. Sets safety standards, rules and regulations regarding the use of all vehicles for the transportation of residents and employees.

· Ensures a perpetual inventory of keys, tools, and equipment related to building and grounds maintenance, sanitation, and transport vehicle needs is maintained.

· Develops and institutes maintenance and housekeeping plans.

· Ensures that quarterly fire drills are conducted and documented according to established procedures. Ensures that tornado drills are conducted monthly from April- August of every year.

· Implements policies and procedures for the emergency evacuation of the facility.

· Implements inclement weather and disaster plans and determines special equipment needs for same.

· Implements policies and procedures for residents being discharged or transferred from the C.B.C.F.

· Arranges for monthly insect and rodent inspections and control. Adheres to vermin and infection control policies and procedures.

· Arranges for quarterly and annual inspection of sprinklers, alarms, and hood equipment.

· Ensures that the facility and its premises are kept reasonably free of health, fire, and safety hazards. Ensures that all grounds, walkways, driveways, and parking areas adjacent to the C.B.C.F. are in good repair and well-lighted to ensure safety and perimeter security.

· Adheres to maintenance, repair, replacement policies and procedures, utilizing a preventative maintenance philosophy to ensure that the facility, equipment, furnishings, grounds, and vehicles are in good repair.

· Assists in determining cost-effective methods of repair, remodeling, and replacement of equipment and furnishings.

· Ability to conduct investigations into facility incidents involving staff, offenders, and guests.

· Ability to conduct PREA (Prison Rape Elimination Act) investigations.

· Report all major facility incidents to the Ohio Department of Rehabilitation & Corrections as required by minimum standard.

Supervision

· Assists the Executive Director and Program Director in recruiting, selecting, and hiring qualified personnel for the C.B.C.F.

· Defines expectations and evaluates job performance of corrections, maintenance, and transport staff to encourage and promote employee growth and maximize services rendered.

· Initiates disciplinary action whenever necessary to ensure the effectiveness and integrity of the program. Submits necessary forms regarding any action to the Executive Director for review.

· Rewards and recognizes employees’ performance to encourage employee development.

· Prepares work schedule for corrections, maintenance, and transport staff and assigns staff duties. Assigns and delegates work and responsibilities for the effective performance of tasks within the program. Deploys staff resources so as to maximize efficient use of talent and develop a cost-effective management of public monies.

· Assists in training and orientation of staff.

· Responds to disputes and complaints involving employees according to established C.B.C.F. policies and procedures.

· Facilitates communication with staff.

Administrative

· Functions in limited capacity for the Executive Director and/or Program Director in their absence.

· Assists the Executive Director in the on-going analysis of C.B.C.F. program so as to maintain organizational development that ensures adherence to the C.B.C.F.’s mission statement.

· Assists in the development of program goals and objectives that support the mission statement.

· May assist as needed, the Executive Director in contract and formal agreement development and negotiation.

· Participates in the implementation of policies and procedures.

· Works with the Program Director in planning, improving, and developing programs and resources to increase quality and quantity of service delivery to residents.

· Works with Program Director in developing strategies to ensure staff cooperation with in-service training, continuing education, and staff development.

· Meets with the Program Director regularly.

· Participates in weekly Administrative meetings, scheduled meetings, team meetings, and all-staff meetings.

· Develops and maintains communication with C.B.C.F. neighbors, and with other Local, County, and State departments involved with the C.B.C.F..

· Accepts special assignments from the Executive Director.

· Maintains strict confidentiality with respect to all information obtained and processed in the operation of the C.B.C.F. program.

· Other duties as assigned.

Professional Competency/Awareness

· Facilitates participation and professional conferences, seminars, and workshops; and provides for pre-service, orientation, and in-service training for all employees of the facility.

· Encourages participation in professional organizations by all staff of the facility.

· Makes professional literature available to all staff of the facility.

· Encourages continuing education for all staff of the facility.

· Develops and supports professional standards for the operation of the facility.

· Implements performance evaluation systems to ensure the maintenance of professional standards in the conduct of business in the facility.

· Completes a minimum of forty (40) hours of in-service training per year, including twenty-four (24) hours of changing offender behavior (COB). Participates in seminars and continuing education programs when appropriate and feasible.

Qualifications

· Bachelor’s degree from an accredited college or university in the area of Behavioral Science, criminal justice, government, law, public administration or a related field. High school diploma and five (5) years supervisory and/or administrative experience in a correctional setting may be acceptable.

· Working knowledge of minimum Department of Rehabilitation & Corrections, American Correctional Association, and Prison Rape Elimination Act standards.

· Ability to supervise a twenty-four (24) hour, seven (7) day a week facility.

· Proven ability in program development in a correctional setting.

· Must know, understand, and apply C.B.C.F. program Cognitive Behavioral Theory ideologies.

· Must internalize and support the program as a positive adult role model.

· Must convey a strong interest in being involved in offender rehabilitation.

· Able to deal with resident grievances.

· Ability to handle sensitive face-to-face inquiries.

· Knowledge of contracts with public and government officials.

· Ability to relate with people, listen, and resolve problems effectively.

· Ability to handle emergencies and potentially dangerous situations.

· Demonstration of a high degree of organizational skills.

· Ability to supervise staff in a team treatment approach.

· Administrative experience in an evidence-based residential community corrections program preferred.

· Knowledge of administrative functions, management and supervision.

· Ability to supervise and manage.

· Knowledge of minimum-security facility needs.

· Knowledge of correctional facility operations, criminal justice system, legal terminology, court operations, administrative and business functions, employment laws and regulations.

· Knowledge of legal liability issues.

· Ability to develop and maintain effective working relationships with agencies, supervisors, associates, residents, and the general public.

· Knowledge of offender treatment languages and practices.

· Ability to interview and counsel.

· Sound interpersonal communication skills.

· Strong verbal skills.

· Excellent writing skills.

· Adequately skilled in the use of computers and other technology to perform the duties of the position.

· Must have and maintain a valid State of Ohio Driver’s License.

· Must have and maintain automobile liability insurance.

· An acceptable driving record is required.

Working Conditions

· Potential exists of exposure to disease/illness.

· This is a minimum-security facility, therefore all outside access doors are locked at all times.

· Responsible for on-call contact twenty-four hours a day for response to disaster or crisis situations occurring at or related to the facility.

Physical Requirements
