What We Need


  • Bachelor’s degree in Economics, Business, Business Administration, Engineering or Accounting from an accredited College or University
  • Seven (7) years of related procurement experience to successfully perform the job duties and responsibilities.


What You’ll Do At LIPA


The Senior Manager, Procurement assists in fulfilling LIPA’s purpose of providing clean, reliable, and affordable electric service for our customers on Long Island and the Rockaways by supporting and contributing to the effective management of the procurement function. This position is responsible for contributing to the planning, coordination, development, and implementation of the approval process for LIPA’s procurement contracts. This position supports the development and implementation of procurement strategy to support enterprise goals; and develops capabilities and procurement initiatives to support performance over a multi-year horizon.


Other Essential Job Functions include:


  • Supports all aspects of LIPA procurement process from solicitation to contract award and contract compliance. Includes developing, maintaining, updating, and reviewing procurement/contracting procedures and controls in conjunction with the Internal Control Officer and the General Counsel’s office.
  • Develops, solicits, negotiates, and awards purchase orders, contracts for goods, and consulting services through the Bid and Request for Proposal processes, and prepares related documents and analyses.
  • Coordinates with various internal departments and functions (Finance, Legal, etc.) to compile reporting information and ensure LIPA’s contract data is accurate and complete.
  • Provides advice and assistance to LIPA on identifying contracting goal strategies as well as monitoring, enforcing, and reporting vendor/contractor compliance with contract requirements.
  • Coordinates with Service Provider to ensure timely completion of Power Purchase Agreements for LIPA, Board, and ultimately the state Attorney General’s Office (AG) and Office of the State Comptroller (OSC) review.
  • Assists the Director in ensuring compliance with LIPA’s Procurement Policy and Management directives.
  • Interprets and applies LIPA policies, procedures, and other special agreements.
  • Manages risk related to cost, delivery, supply of purchases, and MWBE/SDVOB compliance.
  • Prioritizes, monitors, and guides work activities to ensure alignment with customer business unit strategy and objectives.
  • Provides insights and advice to staff for resolution of complex issues or obstacles within contracts by facilitating communication between suppliers/contractors/supplier legal counsel, and LIPA’s legal and internal department representatives at the management level of the organization.
  • Supports the procurement process by serving as a sounding board for the strategic planning, development of solicitations, and negotiation of contracts for products and services.
  • Develop reports for management; forecasts supplier/contractor and project costs and activities; identifies areas for cost savings and adjustment; ensures procurement risks are clearly identified and managed.
  • Ensures all procurement activities meet and comply with Board of Directors, State, and Federal procurement requirements, including the AG and the OSC “best value” requirements.
  • Supports the Director with developing and monitoring Procurement metrics in terms of cost and service. Seeks continuous process improvements in the procurement processes.
  • Establishes and maintains effective working relationships internally/externally.



Knowledge and Skills


  • Demonstrated knowledge of work process design and business operations, procurement rules and regulations, pricing and escalation methods and indices, and contracting rules and regulations
  • Demonstrated ability to use effective negotiation techniques to negotiate contract terms and conditions
  • Experience with policy development and implementation
  • Knowledge of accounts payable rules and requirements
  • Able to build strategic sourcing relationships with vendors and contractors and equal business opportunity programs
  • Experience with procurement principles, contract development, administration and negotiation
  • Communicates effectively verbally and in writing as appropriate for the needs of the audience
  • Uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems
  • Uses independent judgment while maintaining a collaborative relationship with others
  • Develops strong relationships with procurement professionals at similar NY entities and leverages them when needed
  • Advanced skills with Microsoft Office, including word processing, spreadsheets, statistical, and database applications are required
  • Good project management skills and ability to manage multiple procurements with varying priorities.
  • Strong leadership skills and the ability to deliver increased value



Salary Range: $139,500 to $171,000
