The Human Resources Department of the Long Beach Community College District is seeking a highly qualified candidate for an opportunity as a Human Resources Specialist. Join our collaborative and mission-driven Human Resources team as an HR Specialist, where you'll take the lead in classified and/or academic recruitments, hiring, and onboarding efforts—while also supporting the full scope of human resources operations.


This role is ideal for an experienced HR professional who thrives in a dynamic environment, values accuracy and service, and enjoys the variety of working across multiple HR functions.


Key Responsibilities

While this position has a strong focus on recruitment and onboarding, you’ll also contribute to HR services including classification, salary placement, employee records, and compliance. Key duties include:


Recruitment & Hiring

  • Coordinate full-cycle recruitment processes for academic and classified positions.
  • Screen applications for minimum qualifications, including transcript and experience reviews.
  • Assist hiring managers with interview planning and candidate selection.
  • Recommend and track equivalency reviews for academic roles.
  • Post job announcements internally and externally, and manage applicant communication.


Onboarding & Employee Processing

  • Conduct onboarding for new hires including I-9 verification, fingerprinting, and orientation support.
  • Process limited-term employees (LTEs), ensuring qualification verification.
  • Prepare hiring contracts, salary placements, and updates in the HRIS system.


General HR Support

  • Maintain accurate and confidential employee records, including full employee life cycle.
  • Ensure compliance with labor contracts, HR policies, and Ed Code regulations.
  • Prepare board agenda items and salary actions for faculty and staff.
  • Respond to HR inquiries from employees and the public in a courteous, informed manner.
  • Perform duties as assigned.

  • have the ability to build rapport with internal and external stakeholders across the District and lead a diverse team and handle sensitive issues with discretion

AT-A-GLANCE POSITION INFORMATION 

  • Type of position: Full time (40 hours/week)
  • Position Status: Permanent 
  • Schedule: Monday-Friday, 8:00 AM to 5:00 PM 
  • Location: Will support both campuses, but located at the Liberal Arts Campus (LAC)
  • Salary: Range 2 (MGT), $68,518 - $93,359 Annually
  • *Eligibility list: Will be valid for 12 months once approved or ratified by the Personnel Commission. We reserve the right to use the established eligibility list for vacancies (permanent and temporary) in this classification as well as related classifications. 
  • Advanced salary placement: Generally, new employees start at the first step on the salary schedule. Advanced salary placement may be considered on a case-by-case basis.

GENERAL PURPOSE

Under general supervision, performs a variety of highly complex and responsible technical and administrative duties in support of District human resource management programs; and performs related work as assigned.


DISTINGUISHING CHARACTERISTICS

Human Resources Specialists are responsible for performing advanced paraprofessional and technical support assignments ranging from difficult to complex carrying out classified and academic employment and other human resource program support functions. Incumbents are expected to independently perform job assignments using detailed knowledge of professional practices and District human resources policies and procedures and labor contract provisions learned through experience.


Human Resources Specialist is distinguished from Human Resources Technician in that incumbents in the former class independently perform more difficult and complex duties requiring more extensive knowledge of professional human resources practices and District policies and procedures.

MINIMUM QUALIFICATIONS FOR THIS POSITION:

Education, Training and Experience: 

Graduation from high school or a G.E.D equivalent; and five (5) years of increasingly responsible office administrative experience involving the maintenance of detailed employee records, employee processing and responsible public contact; or an equivalent combination of training and experience. Completion of college-level coursework in human resources is desired but not required.


Licenses; Certificates; Special Requirements: 

May require a valid California driver's license and the ability to maintain insurability under the District’s vehicle insurance policy.

 
Meeting the minimum requirements of the position does not guarantee advancement in the selection process. Candidate qualifications will be assessed to determine those who meet and exceed requirements and are deemed most competitive amongst the applicant pool to proceed.

Selection Process: 

The following examination segments are pass/fail and may be utilized during the selection process:

  • screening of the applicant's training, background, and experience
  • scored evaluation of responses on a supplemental application/ subject matter expert (SME) review. ***Please answer each question thoroughly as they will be read and scored by SMEs*** 
  • in-person or online:
    • written examination(s)
    • qualifications appraisal oral examination 
    • performance examination
    • technical oral examination
       (the above will be scored on a job-related basis)

Qualifying Written/Performance Exam 
(25% for passing applicants): Week of June 2 or 9, 2025 (in-person)

Qualifications Appraisal Interview (75%): Week of June 23, 2025 (may be via Zoom or in-person)

Final interview (in-person only): Week of June 30, 2025
