Job Summary
Provides cost analysis and project controls support for capital improvement projects within a large public transportation system. Acting as an extension of the owner’s team, this role supports project managers in tracking budgets, analyzing costs, and monitoring schedules to ensure strong financial and operational performance across the project lifecycle—from planning through construction and closeout—within an active transit environment.
Key Responsibilities
- Develop, track, and maintain project budgets, forecasts, and cost reports for capital projects
- Monitor project expenditures, commitments, and cost trends; analyze variances and recommend corrective actions
- Support cost estimating, change order reviews, and financial impact analyses
- Assist in developing and maintaining project schedules; coordinate cost and schedule integration
- Track schedule performance, milestones, and progress against project timelines
- Coordinate with project managers, contractors, schedulers, and finance teams to ensure accurate cost and schedule reporting
- Maintain cost control systems, including tracking invoices, accruals, and funding allocations
- Prepare monthly cost and schedule reports, dashboards, and executive summaries
- Ensure compliance with internal controls, funding requirements, and public agency reporting standards
- Participate in project meetings and provide cost and schedule insights to support decision-making
- Maintain audit-ready project controls documentation and support financial and performance reviews
Qualifications
- 3–6 years of experience in project cost analysis, project controls, or financial management within infrastructure or capital programs
- Experience supporting transit, rail, or public sector capital projects strongly preferred
- Familiarity with budgeting, forecasting, earned value concepts, cost control, and scheduling practices
- Experience with project controls tools (e.g., Primavera P6, Excel-based models, ERP/financial systems)
- Understanding of schedule development, maintenance, and cost-loaded schedules preferred
- Strong analytical, organizational, and communication skills
- Ability to work cross-functionally with engineering, construction, scheduling, and finance teams
- Bachelor’s degree in finance, engineering, construction management, or related field preferred

Salary : $85,000 - $110,000
