Senior Director, Business Development

Rural Health Transformation Program Funding & New Business

Department: Business Development / Growth 

Location: Central, VA for Hybrid Work – Remote EST- U.S.-based | 

Travel: ~25–30% at a minimum of one trip per month.

Compensation: $165,000- $185,000 salary – equity-based compensation available at 1 year mark

With CMS's $50 billion Rural Health Transformation (RHT) Program now flowing to all 50 states, rural hospitals have an unprecedented opportunity to invest in RPM. We're hiring a Business Development leader to help Locus Health network through the opportunity with best-in-class services that we provide in Logistics, Digital Navigation, Platform Integration, a large Device ecosystem and Patient Engagement through our app.

The Opportunity

Each state is standing up RHT dollars differently — direct allocation, competitive RFP, legislative appropriation, or a third-party administrator — with priorities ranging from maternal health to telehealth to value-based care. Winning this business means triangulating across 50 state plans and timelines to find where Locus Health's platform fits, then moving before each RFP window closes. This role owns building the market intelligence, relationships, and pipeline to turn RHT funding into long-term partnerships.

What You'll Do

•    Build and maintain a tracker of all 50 states' RHT plans, funding mechanisms, priorities, and key dates.

•    Cross-reference state priorities against our capabilities to identify and rank the highest-value targets.

•    Build pipeline by engaging rural hospital administrators, state agencies, and fund administrators.

•    Lead RFP and proposal development with clinical, product, and finance teams.

•    Structure deals — pilots, phased rollouts, and contract terms — with customer success, legal and finance.

•    Coordinate across sales, marketing, and clinical strategy for a consistent rural health value proposition.

•    Maintain pipeline reporting and brief leadership on program developments and business impact.

•    Represent Locus Health at rural health and Medicaid/CMS-adjacent conferences.

What You'll Bring

•    8 years in business development or complex sales in healthcare (digital health or telehealth experience required).

•    Experience with public funding programs, government contracts, or state Medicaid initiatives; RHT/CMMI familiarity a strong plus.

•    Track record closing multi-stakeholder health system sales cycles involving executives and government funders.

•    Strong analytical skills — able to turn policy documents and RFPs into a clear go-to-market plan.

•    Excellent relationship-building with hospital C-suite and state health officials.

•    Working knowledge of RPM, virtual care, or chronic disease/maternal care models.

•    Self-directed and comfortable with ambiguity; able to drive with initiative to fill your time and dedicate yourself fully to this important work for the health of our communities.

Nice to Have

•    Existing relationships with state rural health offices, hospital associations, or Medicaid agencies.

•    Experience with other CMS/CMMI programs (e.g., ACO REACH, CHART Model) or state/federal RFPs.
