Position Overview:


Lockwood Management is seeking a Director of Facilities who will report directly to the Chief Operating Officer and provide strategic oversight of facilities management, maintenance operations, capital improvements, energy management, and asset preservation across Lockwood’s portfolio. As the organization’s facilities and capital projects expert, the Director of Facilities establishes consistent standards, leads capital planning and project execution, oversees procurement and vendor performance, and provides technical leadership to protect and enhance the long-term value of Lockwood’s physical assets.

The Director of Facilities partners closely with Operations and Executive Leadership to support property performance, stabilization, resident satisfaction, cost control, and operational excellence.

Key Responsibilities:

Capital Planning & Asset Preservation

  • Develop and oversee long-term capital improvement strategies and rolling three- and five-year capital replacement plans across the portfolio.
  • Conduct property condition assessments to identify current and future capital needs, deferred maintenance, reserve requirements, and asset risks.
  • Partner with Operations and Accounting during annual budgeting to prioritize capital expenditures and recommend investments that support asset preservation, property performance, and return on investment.
  • Support acquisitions, dispositions, transitions, and repositioning efforts through property condition assessments and identification of capital and deferred maintenance risks.

Capital Project Management

  • Lead capital projects from planning through completion, including scopes of work, specifications, schedules, cost estimates, contractor selection, and project documentation.
  • Solicit and evaluate contractor proposals, negotiate scope and pricing as appropriate, and ensure competitive value and quality workmanship.
  • Monitor project budgets, schedules, change orders, contractor performance, safety, and quality; conduct site inspections to verify contract compliance and successful completion.
  • Coordinate project execution with property operations to minimize resident disruption and ensure projects are completed safely, on time, within budget, and to company standards.

Facilities Operations, Maintenance & Energy Management

  • Establish and maintain company-wide maintenance standards, preventative maintenance programs, operating procedures, inspection protocols, unit turn specifications, and quality expectations.
  • Provide technical guidance to Executive Directors, Community Managers, and Maintenance Supervisors, including support in diagnosing and resolving complex building system issues.
  • Develop maintenance performance metrics, scorecards, and accountability measures to drive consistency in maintenance practices, property appearance, apartment readiness, and physical asset condition.
  • Lead energy management and conservation efforts, including utility usage monitoring, building system optimization, and identification of opportunities to reduce energy and utility costs through operating practices, technology, equipment upgrades, and capital investment.
  • Support emergency response and recovery related to major building system failures, property damage, and natural disasters.

Procurement & Vendor Management

  • Develop and manage preferred vendor relationships and procurement standards for maintenance services, capital projects, and major equipment purchases.
  • Evaluate contractor qualifications, licensing, insurance, safety records, pricing, and performance; negotiate contracts and pricing to maximize quality and value.
  • Monitor vendor performance and develop strategic partnerships that support operational excellence, responsiveness, and cost control.

Operational Support & Continuous Improvement

  • Partner with Operations on property stabilization and performance improvement initiatives, evaluating facilities and maintenance operations during site visits and recommending corrective actions.
  • Support occupancy and resident satisfaction through strong property condition, curb appeal, apartment readiness, and maintenance performance.
  • Establish standards for maintenance shop organization, inventory management, and equipment, and identify opportunities to improve efficiency through technology, automation, and industry best practices.

Safety, Risk Management & Regulatory Compliance

  • Promote a culture of safety and ensure operations comply with OSHA requirements and applicable federal, state, and local regulations.
  • Conduct or oversee facility inspections to identify safety, regulatory, environmental, and property risks, including asbestos, lead-based paint, mold, and other regulated materials.
  • Ensure building systems and life safety equipment are properly maintained and inspected; develop emergency preparedness and disaster recovery standards.
  • Partner with appropriate teams to mitigate insurance claims and risks involving facilities or property damage.

Leadership & Organizational Development

  • Serve as Lockwood’s technical expert for facilities management, maintenance operations, and building systems.
  • Assist in recruiting, interviewing, onboarding, coaching, and developing maintenance leadership personnel.
  • Develop technical training, resources, and best practices and support succession planning within the maintenance organization.
  • Promote accountability, professionalism, continuous improvement, and operational excellence across the portfolio.

Other Responsibilities

  • Respond to significant operational emergencies as needed and participate in special projects and strategic initiatives assigned by the Chief Operating Officer.
  • Perform other duties assigned to support Lockwood’s operational and strategic objectives.

Qualifications:

Education

  • Bachelor’s degree in Facilities Management, Construction Management, Engineering, Building Sciences, or a related field preferred; equivalent experience will be considered.

Experience

  • Minimum of 10 years of progressive experience in facilities management, construction, capital planning, or multifamily maintenance, including at least five years of leadership experience overseeing multiple properties or a regional portfolio.
  • Demonstrated success managing large-scale capital improvement projects and maintenance operations; experience with affordable housing, market-rate multifamily, and senior living communities preferred.
  • Strong knowledge of building systems, including HVAC, electrical, plumbing, structural components, roofing, elevators, fire protection, life safety systems, and energy management practices.
  • Experience evaluating contractor bids, negotiating contracts, managing vendor performance, developing capital budgets, and controlling project expenditures.
  • Proficiency with Microsoft Office Suite and property management/maintenance software.

Work Environment & Physical Requirements

  • Combination of office, property, and construction site environments, with the ability to inspect mechanical rooms, roofs, maintenance areas, occupied buildings, and building systems, including climbing stairs and ladders and accessing confined spaces as necessary.
  • Ability to respond to emergencies outside normal business hours.

Expected Hours & Travel

  • Generally Monday through Friday with flexibility based on business needs; occasional evening and weekend work may be required.
  • Extensive travel throughout Lockwood’s portfolio.
  • Must possess a valid driver’s license and maintain an acceptable driving record.
