JOB SUMMARY:
The Clinical Services Director is responsible for providing professional business management and daily operations of Livingston Health Cares Rural Health Clinic. This includes, but is not limited to, the management of, support, and supervision of Clinic Nurse Supervisors; staff recruitment and retention; maintaining an effective staffing model; supply chain and budget planning; employee performance evaluations; quality improvement activities; staff education; and internal and external regulatory and survey requirements.
The Clinical Services Director assists in the development and implementation of Clinic strategic business plans and partners with the Chief Administration Officer, the RHCs Medical Director, and Physicians to provide excellent patient care while focused on growth and development of the Clinic. The Clinical Services Director collaborates with multiple professionals to support and coordinate the provision and management of patient care and must demonstrate an extensive working knowledge of and familiarity with all applications associated with managing a multi-specialty medical practice.

ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:
- Prepares and administers the departments annual operating and capital budget within financial expectations; accounts for variance.
- Recruits, develops, retains, and leads an appropriate number of personnel to meet department needs and the goals and objectives of Livingston HealthCare.
- Develops an annual education plan.
- Develops and maintains departmental policies and procedures to ensure adherence to professional and legal standards, quality of service, fiscal control, and customer relations.
- Adheres to administrative policies and procedures relating to human resource management.
- Responsible for the day-to-day operations and management of Livingston Health Cares multi-specialty Rural Health Clinic including providing professional business management, financial administration, development and implementation of strategic business plans, and partnering with Providers.
- Focused on growth and development, responsible for Clinic Provider productivity and for maintaining and reporting the monthly Physician performance dashboards.
- In collaboration with the Chief Administration Officer and the RHC Medical Director, enhance efficiency of medical practice operations and optimize patient access by enhancing clinic flow and initiating new program development.
- Lead and support quality and operational performance utilizing data driven measurement tools to ensure quality delivery of services and documentation of quality plan and quality actions taken.
- Support the process to measure and report on quality assurance activities and results.
- Advise and collaborate with Clinic Medical Director on issues related to clinical operations, quality improvement initiatives, survey and regulatory compliance, Clinic Provider onboarding, and on issues of Provider engagement.
- Regularly round, identify, understand, and mobilize resources to address RHC medical staff organizational and individual concerns.
- Responsible for the oversight of Clinic Physician schedules and templates.
- In collaboration with the Chief Administration Officer, provide oversight and direction to Outreach Physician Clinics and the Clinics Telemedicine Program.
- Work closely with all LHC Leadership, RHC Medical Director, Physicians in identifying Provider and staff recruitment needs. Facilitate the recruitment processes.
- Work with the RHC Medical Director, Physicians, and RN Supervisors to ensure effective onboarding and integration of new Clinic Providers and service lines.
- Directly manage the RN Supervisors and work collaboratively to ensure best clinical practice and efficient clinic flow optimizing patient access and satisfaction.
- Ensure effective initial and ongoing training and education for all Clinic staff.
- Ensure all Clinic staff and Providers comply with all medical licensure and professional credentialing in any relevant state of operation.
- Responsible for the budget process, including capital equipment proposals, staffing requirements/compliance, and overall Clinic budget achievement.

QUALIFICATIONS (Required):
- A bachelors degree in Healthcare Administration, Business, or a related field is required.
- Minimum of five (5) years of experience in clinic operations/administration/management with a strong understanding of medical practice regulatory compliance standards of the Rural Health Clinic.
ADDITIONAL DESIRABLE QUALIFICATIONS:
- Experience in physician management and physician relations.
- Effective working knowledge of healthcare financial management, specifically Rural Health Clinic accounting, third party reimbursement issues, and patient flow.
- Demonstrated knowledge of healthcare fiscal management, human resource management, and leadership management techniques.
- Excellent working knowledge of governmental regulations and compliance requirements for a Rural Health Clinic.
