RESIDENCY– Candidates must have been legal residents of the following jurisdiction(s) for at least four months immediately preceding the date of the application:

  • Livingston County, or
  • One of the following Counties: Allegany, Genesee, Monroe, Ontario, Steuben or Wyoming

The work involves responsibility for conducting investigations and interviews to substantiate facts, and assisting and aiding with ongoing case preparation for cases being prepared by the District Attorney’s Office.  The Criminal Investigator will assist with discovery, organizing case files and integrating them with intelligence information into a case management system, reviewing criminal history records and arrest packages, creating reports to analyze trends in narcotics usage and trafficking, and attending meetings as a liaison to partnering law enforcement agencies.  The Criminal Investigator works in accordance with the established practices and procedures set forth by the District Attorney and under the NYS Criminal Procedure Law.  An employee in this class is on call twenty-four (24) hours a day and may be required to work nights and weekends.  An employee in this class is assigned the more difficult, complex, and specialized criminal investigations and aids with trial preparation including court testimony regarding evidence and confessional affidavits.  The Criminal Investigator is assigned proactive and reactive investigations and must maintain a high level of respect and knowledge within the Police community, to accomplish the desired results, which are only obtainable with years of experience.  The work requires the handling of high profile and sensitive cases, which include homicide investigations.  Work is performed in the office and in the field.  Supervision of others is not a responsibility of this class.  The work is performed under the general supervision of the District Attorney or designee, with allowance for the exercise of independent judgment in carrying out details of the work.  A Criminal Investigator does related work as assigned.
  • Conducts investigations as directed by the District Attorney or Assistant District Attorneys;
  • Conducts interviews and/or interrogations to prepare case files as directed;
  • Prepares reports of investigations;
  • Prepares and executes subpoenas, search warrants, summonses, show court orders, and citations as required;
  • Collects and documents evidence obtained during the course of an investigation; 
  • Completes necessary laboratory forms to be submitted with evidence for analysis;
  • Retrieves and handles evidence for trials;
  • Testifies in trials as an expert witness within the scope and training of investigative experience;
  • Traces and locates witnesses and other missing persons;
  • Assists the District Attorney and Assistant District Attorneys in preparation of cases for and during trials;
  • Serves subpoenas, warrants, summonses, show court orders, and citations as required;
  • Transports victims/witnesses and other documents as required;
  • Performs other related duties as assigned.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS: Thorough knowledge of the New York State Penal Law, Criminal Procedure Law, Search and Seizure Laws, and Rules of Evidence; good knowledge of modern investigative techniques; good knowledge of the techniques and procedures involved in establishing legal action in court; good knowledge of techniques involved in serving legal papers; ability to get along with others; ability to understand and follow oral and written instructions; ability to communicate effectively both orally and in writing; ability to conduct detailed confidential investigations; ability to prepare clear and accurate oral and written reports; ability to analyze findings and recommendations; ability to assist Livingston County Drug Task Force with Narcotics Investigations; physical condition commensurate with the demands of the position.Applicants must meet all requirements for one of the following qualification options in order to be approved for examination and/or appointment:
Qualification Option #123
Training/Education 
  • Possession of a Bachelor’s[1] degree.
  • Possession of an Associate’s[1] degree.
  • Possession of a high school diploma or a high school equivalency diploma.
General experience 
  • Five (5) years of full-time, paid experience in law enforcement; AND
  • Three (3) years of experience at the Sergeant level or higher, which involved supervision of felony matters.
  • Seven (7) years of full-time, paid experience in law enforcement; AND
  • Four (4) years of experience at the Sergeant level or higher, which involved supervision of felony matters.
  • Nine (9) years of full-time, paid experience in law enforcement; AND
  • Five (5) years of experience at the Sergeant level or higher, which involved supervision of felony matters.
Supervisory experience 
  • N.A.
License/Certification 
  • Possession of a valid New York State driver’s license.
  • Possession of a Police Officer Training Certificate issued by the New York State Bureau for Municipal Police Training Council.

Part-time service will be given prorated credit toward experience requirements.

  1. An appropriate driver’s license must be maintained throughout employment.
  2. A driving record evidencing safe and responsible vehicle operation is required.
  3. Must authorize and execute any necessary releases to enable the appointing authority to verify licensure and driving history involving violations and/or crimes.
  4. Prior experience as Narcotics Investigator or related field preferred

PROVISIONAL APPOINTMENT NOTICE:
An individual who receives a provisional appointment must take the examination for the position title on the next occasion it is offered. In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis. Questions regarding provisional appointments should be directed to the Livingston County Human Resources Department.

NOTE: Livingston County residency is not a requirement for this position. However, Livingston County residents will be given preference in the hiring process.

Salary : $37,000 - $40,000
