The work involves responsibility for overseeing and assuring Livingston County (County) compliance with a variety of Federal, State, and Local mandated programs including but not limited to: Health Insurance Portability and Accountability Act (HIPAA), Americans with Disabilities Act (ADA), Workplace Violence Prevention Act, and Occupational Health and Safety Act (OSHA).  This is a high-level position with authority to ensure that County officials, County department heads and County employees are in compliance with the Livingston County Compliance Plan, as well as Federal, State, and Local laws related to compliance matters.  Responsibility also involves ongoing education and oversight of the Livingston County Compliance Committee to keep membership apprised of current requirements or changes in statutes or regulations.  Supervision of others is not a responsibility of this class.  The work is performed under the general supervision of the County Administrator. The Compliance Officer does related work as assigned.
  • Oversees the implementation and effectiveness of the Livingston County Compliance Program and serves as the Chairperson for the Livingston County Compliance Committee;
  • Oversees County compliance with the Occupational Health and Safety Act (OSHA) and serves as the Chairperson for the Livingston County Safety Committee;
  • Assists County departments with regulatory compliance related to the New York Medicaid Program and healthcare statutes such as the Health Insurance Portability and Accountability Act (HIPAA);
  • Oversees the Livingston County Workers Compensation Program;
  • Monitors the County confidential compliance hotline and responds appropriately;
  • Researches and stays updated on relevant federal, state, and local laws and regulations related to compliance matters;
  • Maintains knowledge of emerging trends and best practices in government compliance; 
  • Develops, initiates, maintains, and revises policies and procedures for the general operation of the Livingston County Compliance Plan to be consistent with the expectations of regulatory agencies;
  • Develops,revises,andmaintainsprocessestorespondtoandtrackreportsofalleged violations of the Livingston County Compliance Plan;
  • As set forth in the Livingston County Compliance Plan, investigates reported violations of laws, regulations, or internal policies related to federal, state, and local mandated programs;
  • Develops and implements corrective action plans related to compliance matters, and provides general guidance on how to avoid or deal with similar situations in the future;
  • Maintains documentation of compliance activities and findings;
  • Conducts periodic risk assessments to identify potential areas of non-compliance under the Livingston County Compliance Plan;
  • Designs and conducts training programs for County employees on compliance matters as needed;
  • Consults with the County Attorney as needed to resolve legal compliance issues;
  • As directed, develops information for the public about county compliance efforts;
  • Responds to inquiries from the public about county compliance policies and procedures;
  • Works with County department leaders to ensure compliance with applicable laws and regulations;
  • Participates in professional development opportunities related to government compliance; and
  • Performs other duties as assigned.
FULLPERFORMANCEKNOWLEDGE,SKILLS,ABILITIES,AND PERSONALCHARACTERISTICSComprehensive knowledge of procedures, policies, and practices regarding regulatory compliance issues; thorough knowledge of the principles and practices of administration; good knowledge of investigative practices and techniques; good knowledge of interviewing techniques to elicit information; ability to monitor and conduct analyses of operating procedures, identify problems and critical factors, and develop methods for corrective action; ability to formulate, develop, and implement auditing/investigative standards, procedures and policies; ability to prepare complex written and oral reports clearly and concisely; ability to develop and maintain effective working relationships in order to promote compliance with applicable codes and standards; ability to communicate effectively both orally and in writing; ability to understand and follow oral and written instructions; ability to provide training and consultation to a wide variety of employees; ability to organize, assemble, categorize, and prepare data for reporting purposes; ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail, and database software in performing work assignments; sound professional judgment; dependability; resourcefulness, accuracy; initiative; tact; integrity; discretion; physical condition commensurate with the demands of the position.

  • Possession of a Juris Doctorate[1]
  • Possession of a Master’s degree[1][2]in public administration, business management or business administration, or public policy.
  • Possession of a Master’s degree[1][2].
  • Possession of a Bachelor’s degree[1] in public administration, business management, business administration, or public policy.

General experience

  • None required.
  • One year of full-time, paid experience which shall have involved managing corporate/ governmental risks and ensuring compliance with laws and regulations.
  • Two years of full-time, paid experience which shall have involved managing corporate/ governmental risks and ensuring compliance with laws and regulations.
  • Three years of full-time, paid experience which shall have involved managing corporate/ governmental risks and ensuring compliance with laws and regulations.

PROVISIONAL APPOINTMENT NOTICE:
An individual who receives a provisional appointment must take the examination for the position title on the next occasion it is offered. In order to be eligible for a permanent appointment to the position, the provisional appointee must pass the exam and be ranked 1, 2, 3, or be tied in score with the individual ranked number 3 of those who are willing to accept appointment to the position. It should be understood that even if the provisional appointee is eligible for appointment, the employer may choose another candidate to fill the position on a permanent basis. Questions regarding provisional appointments should be directed to the Livingston County Human Resources Department.


NOTE:  Livingston County residency is not a requirement for this position. However, Livingston County residents will be given preference in the hiring process.

Salary : $80,000 - $90,000
