These knowledge, skills, and abilities are usually, although not always, acquired through the completion of a Bachelor’s degree in Architecture, Historic Preservation, or Planning, or a related field of study; with two (2) years of demonstrated experience in architecture, community development, historic preservation, urban design, urban planning, or a related area, preferably in the public sector and one (1) year of supervisory experienceORfour (4) years of professional-level experience in architecture, community development, historic preservation, urban design, urban planning, or a related area, preferably in the public sector. Equivalent combinations of education and experience will be considered.

Health Insurance (medical, dental, vision) - The City pays the eintire cost of employee only health insurance for the base plan. Higher levels of health coverage and dependent coverage is available at the employee's option; the City pays part of the cost of this additional coverage.
Life Insurance - The City pays the total cost of employee life insurance. Amount of coverage is one to three times salary, based on job classification.
Accidental Death and Dismemberment (AD&D) – The City pays the total cost for employee AD&D. Amount of coverage is one times salary.
Long-Term Disability – The City pays the total cost of long-term disability insurance. Amount of coverage is 60% of salary.
Retirement – Our 401a pension plan requires contributions by both the City and the employee.
Paid Time Off
Paid Time Off (PTO) Leave may be used for vacation, personal illness, funeral Leave/attendance, illness of a family member or other personal business.
Generous leave accruals with carry over capability.
Short-Term Disability Leave
Short-Term Disability (STD) can be used for extended personal illness requiring the employee to be absent more than three (3) days (with acceptable medical documentation).
All full-time non-uniformed non-union eligible employees earn STD at the rate of six (6) days per year.
After five (5) years of service, an employee will receive 2% of the STD account (maximum 1,000 hours) per years of service, upon termination of employment.
Longevity
Longevity pay will be paid at the rate of $4 per month for each year of service up to and including the fifth (5th) year and $6 per month for each year of service beginning at six (6) years and for each year thereafter.

Essential Functions
ESSENTIAL FUNCTIONS & SUPERVISORY RESPONSIBILITIES
- Conducts site visits to review structures and areas designated for potential developments or special design districts to collect data and evaluate the physical, developmental, and socioeconomic features of various areas with the city; assesses the physical and developmental aspects of these areas and neighboring properties, meets with citizens, developers, and other stakeholders to set priorities for area development.
- Collaborates with neighborhood associations, developers, city officials, non-profit organizations, state officials, and other stakeholders to develop strategies for addressing development challenges and opportunities through design, planning, and policy development.
- Serves as liaison for the Historic District Commission and the River Market Design Review Committee by addressing inquiries, preparing agendas, issuing legal advertisements, compiling and providing data and information; attends meetings to provide staff support, tracks follow-up items, and takes and distributes meeting minutes; maintains electronic files and records related to commission activities; schedules meetings, notifies members, and secures meeting rooms.
- Manages the Certified Local Government program, ensuring necessary documentation is completed and all required activities are performed to maintain certification eligibility; applies for and administrates Historic Preservation Fund grants and annual Certified Local Government grants, including expenditures, budgeting, preparation of financial reports, procurements, contracts, consultant communication, and grant reporting.
- Receives and processes applications for Certificates of Appropriateness and River Market Design Review Committee submissions; answers questions and provides information to applicants and commission members regarding procedures and requirements.
- Attends neighborhood association and other organization meetings to answer questions, provide information, provide presentations, and provide support for planning efforts; receives information from neighborhood associations and other organizations regarding community needs and priorities.
- Drafts plans and policies related to preservation, land use, transportation, capital improvements, and programming by collaborating with and assisting cross-departmental staff; prepares reports outlining community needs and priorities for inclusion in various plans, including those for the Planning Commission and Historic District Commission.
- Answers questions and provides information to citizens, developers, neighborhood associations and other interested parties regarding historic preservation programs, grants, resources, proposed developments, and related information.
- Develops physical redevelopment plans and design concepts for older neighborhoods, including Design Overlay Districts; makes recommendations regarding acceptable design and development patterns for proposed projects or revitalization efforts; prepares reports and submits to appropriate personnel.
- Creates and maintains GIS data layers pertinent to the role, conducts spatial analysis, and develops visual materials such as graphs, maps, and other graphics; analyzes development and demographic data, evaluates changes, shifts, and trends concerning land use to develop recommendations of plans and policies.
- Prepares recommendations for land use, master street plans, neighborhood plans, and other development projects based on information received from residents, stakeholders, neighborhood associations, organizations and professional sources.
- Plans, prioritizes, and reviews the work activities of assigned personnel.
- Attends Planning Commission and Board of Directors meetings as required to present plans, answer questions, and provide information for special projects; prepares agenda items for the Planning Commission and Board of Directors as needed.
- Operates a computer utilizing graphics, geographic information system (GIS), word processing and spreadsheet software in the performance of essential job functions.
- Operates a City pool automobile in the performance of essential job functions.
