About the position: This position will be assigned to the Little Rock AFB, AR - NAF Human Resources Office

This is a flexible position with 0 hours guaranteed but will require approximately 20 hours per week.

Applicants must be available to work three or four days per week during standard office hours of 0800-1530 to meet mission requirements.

In order to qualify, you must meet the experience requirements described below.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if the position allows for qualifying based on education, your transcripts will be required as part of your application.

Qualifying Experience: Experience interpreting and applying rules, regulations, and procedures in accomplishment of clerical/administrative work and human resources; comprehensive knowledge of personnel security principles, concepts, policies, and procedures, particularly as they apply to suitability and fitness determinations within the DoW/NAF or similar environment. Performing administrative support work such as: reviewing documents for completion and accuracy; creating and maintaining files, spreadsheets, and/or checklists; preparing written correspondence and/or reports, etc. utilizing recruitment tools in hiring personnel (i.e., generating job postings, job fairs, or equivalent); advising on routine recruitment strategies; using and troubleshooting automated personnel systems and database applications.

Responsibilities:

Duties and Responsibilities

HR Advisory: Serves as a reliable source of information on security related matters, procedural and regulatory requirements pertaining to HR personnel matters. Provides guidance and informational resources to supervisors and employees. Explains employee rights and responsibilities.

R&P: Receives and reviews personnel action requests and supporting documents for validity and completion. Conducts strategic recruitment discussions to advise on recruitment strategies. Advises on permanent and/or temporary placement actions. Explains hiring preferences and priority considerations in the recruitment process to management and/or applicant. Formulates position qualifications for job announcement postings. Creates and releases job opportunity announcements. Generates applicant lists for the issuing of hiring certificate(s). Verifies applicant eligibilities; and makes qualification determinations of applicants. Issues certificate of qualified applicants to selecting official for consideration. Audits returned certificate to validate selection(s) are compliant to statutory laws and policies. Extends job offers and initiates pre-employment process. Completes assigned and applicable onboarding tasks/responsibilities. Coordinates entrance on duty date once pre-employment requirements are favorably met. Prepares for and conducts in-processing briefing. Completes new hire record by ensuring all tasks are complete to include in-processing and all new hire documents are uploaded to the recruitment casefile. Ensures personnel documents are placed into the official personnel file.

Security: Processes, tracks, and verifies all required background investigations, including installation records checks, state and national agency checks. Initiates investigations, ensures all required forms and electronic fingerprints are completed accurately, and submits requests to the appropriate agencies.

Position Management: Maintains and locates position descriptions. Reviews and verifies organizational structures provided by management. Enters position descriptions into an automated library; and uploads supporting documents into its casefile. Completes cursory reviews of previously classified position descriptions.

DCPDS/Personnel Actions: Enters personnel data into the automated NAF personnel data system. Completes applicant and position builds. Codes personnel actions in accordance with applicable policies and procedures. Processes full range of personnel actions in accordance with applicable rules and procedures. Generates personnel information reports. Identifies and corrects discrepancies in personnel data.

Pay & Leave: Advises management on routine pay and leave administration actions. Explains pay systems, differentials, hours of work, etc. Sets pay in accordance with applicable laws, policy, and guidance. Computes rates of pay increases (promotions, pay adjustments, step increases, etc.) in accordance with statutory and regulatory requirements. Monitors and processes within-grade increases in accordance with applicable guidelines. May participate in planning and conducting the local NAF wage survey IAW regulatory guidance. Computes service computation dates. For OCONUS: Tracks, briefs, and calculates Post Allowance. Tracks and coordinates logistical support renewals. May assist HRO with LQA reconciliation.

Clerical/Admin: Answers inquiries concerning status of pending actions. Maintains official employee personnel records and files. Forwards timely and accurate copies of records for administrative and pay purposes to other offices as required. May be responsible for entering and updating investigations in CSO IT, creating monthly reports, processing and tracking status of installation records checks, state criminal history repository checks, and national agency checks. Establishes new record series as required and disposes of records according to records management directives. May research and download forms and publications and post updates to directives. Creates and edits user accounts in automated recruitment tool. Performs quality assurance audits utilizing BI and AFSFMS.

Performs other related duties as assigned.
