POSITION SUMMARY

The Payroll Manager owns full-cycle payroll for all Lindsay Family of Brands divisions and sites, ensuring every employee is paid accurately, on time, and in compliance with federal, state, and local requirements. This role manages multiple payrolls across multiple states and supports both manufacturing operations and construction-related work, including prevailing wage and certified payroll reporting on public projects in multiple states.

Using Paycom as the system of record for payroll and HRIS, the Payroll Manager maintains accurate tax profiles, processes garnishments and other withholdings, and proactively establishes new state and local tax registrations as LFOB expands into new jurisdictions. The role partners closely with HR, Finance/Accounting, and division and site leadership.

ESSENTIAL DUTIES & RESPONSIBILITIES

Full-Cycle Payroll Processing

  • Manage end-to-end payroll processing for multiple payrolls, pay groups, and pay frequencies across all LFOB entities, divisions, and sites in multiple states.
  • Review and validate timekeeping data, hours, overtime, shift differentials, bonuses, commissions, and other earnings prior to each payroll close.
  • Process new hires, terminations, final pay, pay changes, transfers between entities, and off-cycle/manual checks in accordance with state-specific requirements.
  • Ensure accurate calculation of overtime and regular rate of pay, including non-discretionary bonuses and multi-rate employees, under the FLSA and applicable state wage-and-hour laws.
  • Perform pre- and post-payroll audits and reconciliations; investigate and resolve discrepancies promptly.
  • Maintain a payroll calendar and ensure all processing, funding, and transmittal deadlines are met.

Manufacturing Payroll

  • Administer payroll for hourly production workforces, including multiple shifts, shift premiums, attendance-based pay, and production or incentive pay where applicable.
  • Partner with plant and site leadership to ensure timekeeping practices, meal/rest break rules, and pay practices are applied consistently and compliantly.
  • Support payroll processes for sales and manager bonus programs and other variable pay plans as directed.

Construction Payroll, Prevailing Wage & Certified Payroll

  • Administer construction-related payroll, including job/project costing, multiple pay rates by classification, and fringe benefit treatment.
  • Apply prevailing wage requirements under the federal Davis-Bacon and Related Acts and state prevailing wage laws across multiple states, including correct wage determinations, worker classifications, and fringe benefit credits.
  • Prepare, review, and submit certified payroll reports (e.g., WH-347 and state-specific forms and portals) accurately and on time.
  • Monitor wage determinations and rate updates for active projects and ensure rates are updated in Paycom before they take effect.
  • Maintain complete project payroll records and respond to agency, general contractor, and owner inquiries, audits, and compliance reviews.

Tax Compliance & Jurisdiction Setup

  • Ensure employee and company tax profiles in Paycom are accurate and current, including federal, state, local, and multi-state/reciprocal withholding.
  • Identify when new state or local tax registrations are needed (new sites, remote employees, out-of-state project work) and request and set up those accounts in a timely manner so withholding begins correctly from the first payroll.
  • Coordinate with Paycom tax services and agencies to resolve tax notices, amendments, and account issues.
  • Support quarterly and year-end tax filings and reconciliation, including W-2 production and corrections (W-2c).

Garnishments & Deductions

  • Ensure all garnishments, child support orders, tax levies, and other wage withholding orders are received, uploaded to Paycom, and applied accurately within required timeframes.
  • Apply federal and state garnishment limits and priority rules; maintain documentation and respond to issuing agencies and employers’ answer requirements.
  • Ensure benefit, 401(k), and other voluntary and statutory deductions are set up and calculated correctly.

Paycom Administration, Reporting & Controls

  • Serve as the subject-matter expert for payroll functions in Paycom, including configuration of earnings, deductions, tax setups, pay groups, and workflows.
  • Prepare payroll reports and journal entries; partner with Accounting on general ledger reconciliation, accruals, and labor cost allocation by entity, division, and project.
  • Maintain strong internal controls, segregation of duties, and audit-ready documentation; support internal and external audits.
  • Develop and maintain payroll policies, procedures, and desk guides; recommend process improvements and automation.
  • Respond to employee and manager payroll questions with professionalism and confidentiality.
  • Supervise and develop payroll staff, if assigned.
