SPECIAL REQUIREMENTS:
- Holds a valid certificate for Instructional Leadership as Principal, or Supervisor of Instruction and/or Superintendent from the state of Kentucky.
- Has ten (10) years of educational experience with five (5) years of progressively responsible administrative experience, including successful program administration.
BASIC FUNCTION:
Under the direction of the superintendent, and in collaboration with the Chief Academic Officer and the Director of Special Education, plans, organizes, and supervises the district’s Early Childhood Programs at the district and school site level.
- Serves as the Head Start and Preschool Coordinator.
- Interviews, selects, trains, supervises, and evaluates the performance of assigned staff. Develops, plans and implements program and staff development.
- Oversees program operations, including record keeping, budget management, staffing needs and other special programs for multiple locations.
- Works with site principals to ensure the program operates efficiently and effectively.
The Early Childhood Program Director provides oversight of the Lincoln County Early Childhood Program including; Kentucky Preschool, Head Start and Early Head Start to ensure quality, effective services that prepare children for school and engage families in their children’s development and learning.

REPRESENTATIVE DUTIES:
- Oversees all day-to-day program management and operations, including personnel administration.
- Ensures development and implementation of the district’s evaluation system for both certified and classified staff that requires multiple observations providing opportunities for coaching and explicit feedback and annual growth plans to improve effective teaching practices, the delivery of program services, and increase student outcomes.
- Prioritizes, delegates and assigns responsibilities to assigned staff.
- Provides support and assistance to the ten schools in the district for implementation and management of early childhood programs and classrooms.
- Promotes the effective development, management, utilization, and implementation of the human resources of the Early Childhood Program that fully conforms to current law, policies, and regulations.
- Develops an annual professional development plan for Early Childhood staff and new staff orientation.
- Develops annual Head Start, Early Head Start and Kentucky Preschool grants and budgets, and meets all reporting requirements therein.
- Seeks grant opportunities to support school and district initiatives that are congruent to school and district goals and objectives.
- Facilitates meetings that involve a wide range of issues for the purpose of documenting activities and issues, meeting compliance requirements, and / or providing supporting materials for requested actions.
- Ensures program compliance with all governmental statutes, regulations, and procedures relating to all Early Childhood Programs at the federal, state and local levels.
- Coordinates services with Wilderness Trace for alternative placements for students with disabilities as appropriate.
- Provides oversight of the annual program self-assessment and any program audits.
- Assists in the preparation of reports for the Superintendent and the Board of Education, Office of Head Start, Head Start Regional Office, and the Policy Council, and develops other documents as requested.
- Ensures that program needs are met by accurate budget preparation and monitoring.
- Analyzes current and future needs.
- Investigates and anticipates local, state, and federal revenues available to meet the requirements and/or needs of programs.
- Meets program safety requirements for each site.
- Participate in required trainings.
- Monitor all program services.
ABILITY TO:
- Collaborate in planning and coordinator of services with other administrators and school principals concerning district program and services relevant to the Early Childhood Program students and families, e.g. facilities, materials, equipment, technology, transportation, food services, disabilities, etc.
- Communicate with the district financial officer and program bookkeepers concerning the financial administration of budgets and funds, and required state and federal fiscal reports.
- Communicate with the Lincoln County Board of Education and Policy Council member, Lincoln County Preschool Interagency Planning Council for School Readiness, other community agency staff, parents and program staff.
- Communicate and share reports and information with all pertinent stakeholders.
- Complete other duties and responsibilities as assigned by the Superintendent and as required by funding sources’ regulations, guidelines or initiatives.

- Demonstrate knowledge of special education regulations and has experience in directing the implementation of Individual Education Plans and/or conducting Administrative Admission and Release committee meetings.
- Working with Early Childhood Programs and preschool students.
- Knowledge of the Commonwealth of Kentucky’s education laws and regulations; Kentucky Education Department standards, and the policies of the Lincoln County Board of Education.
