Job Purpose

The Director, Kamalei Support Services will oversee operations and staff management for a team of clinical and support specialists, providing individualized and group support services for kamaliʻi (youth), including casework and clinical services, in alignment with Liliʻuokalani Trust’s (LT) programmatic strategic objectives. This position ensures high-quality, collaborative, and trauma-informed service delivery that honors Hawaiian culture, uplifts the legacy of Queen Liliʻuokalani, and promotes the wellbeing, resilience, and growth of youth and families. The Director supports staff in professional development, provides case supervision, manages caseloads, ensures program compliance and risk management, and drives change through critical thinking and innovation. Committed to continuous improvement, the Director fosters a learning culture that enhances the delivery of direct services to LT beneficiaries.

Essential Responsibilities

Staff Workload and Operational Oversight

  • Manage and balance staff workloads by reviewing caseloads, service intensity, and other responsibilities to ensure equitable distribution aligned with kamaliʻi and ʻohana needs.
  • Assign and review cases to ensure appropriate staff allocation based on staff expertise and case complexity.
  • Ensure integrated, youth-centered service delivery, coordinating across teams to provide consistent and effective interventions.
  • Promote trauma-informed, evidence-based, culturally responsive, and strength-based approaches, embedding practices into daily interactions and team culture.
  • Oversee workflow and team capacity, ensuring adequate coverage across locations and programs to meet service goals.
  • Oversee program-related expenses, reviewing and approving payments for casework and group activities.
  • Guide planning, staffing, and resource allocation to support effective group programming.

Practice Oversight and Case Supervision

  • Provide supervisory oversight of case management practice, ensuring adherence to organizational standards, documentation requirements, and best practices.
  • Guide staff in the development and implementation of individualized service plans and appropriate interventions.
  • Facilitate team collaboration through regular meetings and case conferences to ensure coordinated, kamali’i-centered services that foster resilience, growth, and positive youth development in alignment with LT objectives.
  • Oversee case opening, transition, and closure processes to ensure timely, accurate documentation and continuity of care.
  • Maintain ongoing coordination with the Clinical Consultant and Program and Practice Development, who provides clinical consultation and reflective supervision support for complex cases.
  • Support staff in identifying when clinical consultation is needed and facilitate connection to the Clinical Consultant and other specialty resources.

Team Leadership and Staff Development

  • Provide coaching, supervision, and professional development support to direct-report teammates.
  • Conduct regular supervisory meetings to monitor workload, practice, and staff well-being.
  • Monitor performance, address conduct or performance concerns, and partner with People Operations on resolution.
  • Lead hiring, onboarding, and training of new teammates in collaboration with site and program leaders.
  • Conduct performance evaluations and provide ongoing feedback aligned with learning and development goals.
  • Foster a positive, culturally grounded team environment that reflects LT values.

Quality, Compliance, and Risk Management

  • Monitor documentation quality, ethical practice, and compliance with organizational policies and safety protocols.
  • Identify service risks, workload concerns, and system barriers, implementing corrective actions as needed.
  • Ensure consistent practice standards across teams and programs.
  • Monitors compliance with ethical standards, Lili’uokalani Trust (LT) policies and procedures, documentation requirements, and applicable state and federal regulations.

Program Implementation and Change Management

  • Support integration and sustainment of program initiatives, practice improvements, and organizational priorities.
  • Facilitate adoption of best practices, standard processes, and consistent expectations across teams to support youth-centered, strength-based, and positive youth development approaches.
  • Promote collaboration and problem-solving to improve service delivery.

Community Engagement and Partnership Support

  • In collaboration with site and program leaders, support staff in maintaining collaborative relationships with ʻohana, community partners, schools, and system agencies.
  • Assist teammates in mobilizing community resources to support service plans.
  • Address community concerns or conflicts with professionalism, cultural humility, and an assets-based approach.

Caseload Data and Outcomes Management

  • Utilize caseload and service data to inform staffing decisions, program planning, and continuous improvement.
  • Oversee tracking of participation, progress, and outcomes to ensure services are effective and responsive to kamaliʻi and ʻohana needs.
  • Support evaluation and reporting processes aligned with agency priorities.

Reporting, Communication, and Administrative Oversight

  • Prepare and utilize data-informed reports on team performance, program progress, and mission-related outcomes for leadership.
  • Communicate program updates, challenges, and resource needs to leadership and staff.
  • Approve time reporting, FTO, and program-related financial transactions in accordance with organizational procedures.

Other Duties

  • Contributes to the Trust’s success by accepting new assignments, helping team members, learning new skills, and striving to improve team and organization results.
  • Contributes to providing a safe environment for teammates and beneficiaries.
  • Participates in continuing education and training opportunities for professional development.
  • Holiday, evening and weekend hours required as needed.
  • Ability to travel as needed for Trust business.

Qualifications

  • Master’s degree in Social Work, Psychology, or related social or human services degree with minimum two years post-Master’s related experience, or equivalent.
  • Minimum of three years of experience in casework/permanency planning and five years of experience in a leadership or management role within social services or similar field.
  • Clinical supervision experience with knowledge of case direction and consultation.
  • Strong understanding of case management, program development and youth development.
  • Excellent communication, interpersonal, and problem-solving skills.
  • Personal alignment with non-hierarchical, no ego, meritocratic culture, demonstrating a strong moral compass and intellectually honest.
  • Ability to manage multiple priorities and work in a dynamic, fast-paced environment.
  • Experience in preparing and managing budgets.
  • Knowledge of community resources and experience in collaborative partnerships with systems and community partners.
  • Strong commitment to culturally responsive and trauma-informed practices and in-depth understanding of the needs of vulnerable youth and their ʻohana.

Licenses or Certifications

  • Valid driver license, clean traffic abstract, and access to a privately-owned automobile with valid no-fault insurance.
  • Required to have a TB clearance.
  • First Aid and CPR/AED Certification, preferred.

Mental And Physical Demands
