Role Summary

Under general supervision, the Affordable Housing Development Analyst supports the administration and coordination of affordable housing developments financed through DCA housing programs, including the Low-Income Housing Tax Credit (LIHTC) Program and tax-exempt bond financing. This position reviews, processes, and tracks assigned developments through key program milestones, including carryover allocation, placed-in-service documentation, final allocation review, and IRS Form 8609 issuance.

What You'll Do

  • Review assigned development files for completeness, accuracy, and compliance with program requirements
  • Track and monitor developments through key milestones and submission stages
  • Review and process carryover allocations, final allocation packages, IRS Form 8609 documentation, Land Use Restriction Covenants (LURCs), legal descriptions, and ownership documents
  • Identify incomplete or inconsistent information and communicate required corrections
  • Serve as a point of contact for developers, owners, consultants, and attorneys regarding assigned developments
  • Coordinate with internal teams, including underwriting, compliance, legal, accounting, and program management
  • Maintain project data, status reports, and tracking tools to support timely and accurate file processing

Required Qualifications

  • Bachelor's degree in Business Administration, Public Administration, Finance, Real Estate, Urban Planning, Housing, Economics, or a related field from an accredited college or university
  • Two (2) to four (4) years of professional experience in affordable housing, housing finance, real estate development support, compliance monitoring, project coordination, or a related field; or an equivalent combination of education and experience

Preferred Qualifications

  • Knowledge of Low-Income Housing Tax Credit (LIHTC) programs and IRS Section 42 regulations
  • Experience with carryover allocations, final allocation submissions, IRS Form 8609 documentation, or Land Use Restriction Covenants (LURCs)
  • Knowledge of the Georgia Qualified Allocation Plan (QAP)
  • Strong proficiency in Microsoft Excel and written communication

Physical Requirements & Working Conditions

This position is full-time (40 hours per week) and may require occasional overtime. Local periodic travel may be required. Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment. The position requires the ability to remain in a stationary position 50% of the time, perform office-related duties, and operate office equipment. The employee must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services, perform essential job functions with or without reasonable accommodation, and perform essential job functions in an environment that will sometimes include increased levels of work-related stress. Punctuality and attendance as scheduled must be maintained.
