The Program Administrator of Youth Services is responsible for the overall leadership, clinical quality, operational performance, and fiscal management of multiple youth and family focused programs, including Youth Outpatient Services, Multisystemic Therapy (MST), and Youth Empowerment Services (YES). This position provides strategic and day-to-day oversight to ensure services are delivered with high clinical fidelity, contractual compliance, and within financial structure. The Program Administrator serves as a key member of the leadership team and acts as a bridge between direct service operations and organizational administration.

This position requires program and operational leadership to ensure all assigned programs are in alignment with LifePath's mission, vision, and values as well as oversees program procedures and performance standards. The Program Administrator oversees program operations, workflows, and staffing models to ensure effective, responsive, and high quality service delivery. The Program Administrator provides oversight to Clinical Supervisors to ensure adherence to fidelity standards and evidenced based practices through appropriate coaching, training and performance management.

Specific targets include : meet or exceed contract performance requirements of assigned programs; ensure timely and accurate contract submissions and reports; manage program budgets including annual development and monthly review; recruit, supervise and evaluate program staff including approval of time sheets, management of paid time off to ensure appropriate staffing levels, and annual performance reviews; promotes and upholds accountability standards; provides corrective action timely to address issues; provide training and supervision based on contractual and fidelity standards; build and maintain community partnerships for program referral and coordination; other duties as assigned to meet program needs.

Qualifications

Education, Training, & Experience

  • Master’s degree in psychology, social work, counseling or a related behavioral health field.
  • Full, unrestricted Texas licensure that meets eligibility for Licensed Practitioner of the Healing Arts (LPHA) : LPC, LCSW, Licensed Psychologist, or LMFT.
  • Minimum of four years of experience in community mental health working with children & youth who have severe persistent mental illness and/or substance use disorders
  • Crisis intervention experience required
  • Minimum of 2 years of management or supervisory experience
  • Demonstrated experience managing contracts, budgets, and program performance highly preferred.

Knowledge, Skills, & Abilities

  • Familiarity with relevant laws and regulations governing crisis services for children and youth.
  • Strong knowledge of crisis and community based behavioral health programs serving youth and families as well as evidenced based practices (MST, YES, YCOT)
  • Knowledge of trauma-informed care principles and strategies.
  • Knowledge of the Texas crisis response requirements, including Info Item V, UM guidelines, Texas Administrative Code
  • Write clearly and professionally on all services and internal communication
  • Think clearly and logically to deal with potentially dangerous and/or emotional situations.
  • Respond to individuals with patience, empathy and understanding
  • Self-starter who works closely with all team members and takes initiative in completing tasks.
  • Work under general supervision with moderate latitude for the use of initiative and independent judgment.
  • Organized, detail oriented, computer proficient, and able to prioritize appropriately.
  • Maintain professional boundary with those they oversee and with other management staff and demonstrate collaborative relationships.
  • Effectively lead staff by improving attitudes, motivation, and service excellence.
  • Display and encourage high standards of honesty, integrity, and respect for others.
  • Consistently demonstrate a positive attitude.
  • Ability to plan, supervise, review, and evaluate the work of staff
  • Knowledge of the various community resources and providers within the LifePath Systems service area including (but not limited to) supportive housing and employment, shelters, food banks, social service agencies, charities, medical and behavioral health providers, and other necessary resources to meet youth and family needs
