The Access and Diversion Program Administrator reports directly to the Director of Crisis Servies and is responsible for management and oversight of Intensive and Diversion Services including ACT team and LOC 3, Open Access, Mental Health Justice involved services (OCR, TCOOMMI, MHGJII), as well as Access and Diversion (MHGJII) and Continuity of Care services. This position is responsible for administration and overview of the programs including ensuring adequate staffing levels, ensuring fidelity to the program model, and overseeing and reporting on all contract measures. The Diversion and Intensive Services Program Administrator is thoroughly familiar with the HHSC Performance Contract and related Information Items, all related Texas Administrative Codes, the Health and Safety Code, grant requirements, and other applicable rules and regulations related to service provision. This position is responsible for working collaboratively with management and fidelity staff and will take a lead role in the development and implementation of any new programs. This position requires management of budgets, supervision of workforce at various professional levels, response to complaints of individuals served and their families, community presentation/public speaking engagements, responsible for the quality of services provided and good working relationships with community service organizations and advocacy groups. Other duties as assigned to fit program needs.

The Program Administrator of Diversion and Intensive Services will seek opportunities for continuous quality improvement and program growth to meet the unique and complex needs in Collin County. They will promote a trauma-informed, culturally, and linguistically appropriate work environment ensuring all services are provided in a trauma-informed, person and family centered manner within the programs.

This position exemplifies service excellence by providing guidance and direction with a trauma-informed and person-centered approach.

The Program Administrator of Diversion and Intensive Services practices good stewardship of resources by ensuring all required trainings are completed prior to due date and center-issued equipment is kept in good repair. This position ensures programs utilize funds within contract/grant standards and meet all performance measures resulting in no penalties.

Integrity is necessary to ensure adherence to the Health and Human Services Commission, Texas Administrative Code, contracts, other applicable grants, and Lifepath Systems policies and procedures. This position will work closely with Adult Fidelity managers to ensure that all gaps are reconciled.

This position builds positive relationships with community-facing agencies and always maintains professional relationships with all community stakeholders and partners. This position demonstrates excellent customer service by providing professional conduct with Community Service Organizations, Peers, Leadership and Support teams at all times and promotes within all programs.

Working independently and collaboratively to maintain appropriate boundaries and foster better outcomes for individuals served and community partners and facilitating improvement in measurable ways, is central to LifePath Systems mission to serve. This position must have the ability to assess and de-escalate behavioral health crisis

situations in a calm and respectful manner. This position must be innovative with processes and solutions to promote ease of access and engagement of services.

Expectations include: All required grant reporting is submitted accurately and timely. Ensure 90% of full chart reviews receive a score of 80 or higher and teams meet service delivery and documentation measures. Reviews internal and external audits for corrective action measures. Ensures direct care staff are meeting productivity and timeliness measures. Provides monthly supervision with direct reports. Completes assigned program dashboards. Reviews budgets monthly. Completes personnel action of assigned teams (evaluation, review of PTO requests and approval of time sheets, completes coaching, training, and disciplinary action as needed).

If Bilingual and receiving stipend, employee will be available to translate for other staff as needed and will utilize approved language in the provision of services as needed.

Qualifications

Education, Training and Experience (including licensure and certification)

  • Bachelor’s Degree in psychology, counseling, social work, or related field as mandated for QMHP credential required.
  • Master’s Degree in psychology, counseling, social work, or related field preferred.
  • Two (2) years’ supervisory experience in community behavioral health services including contract oversight required.
  • Additional experience in management of budgets, design of processes and systems for delivering community-based services, and

coordination with a large management structure and stakeholder groups desired.

  • Knowledge of Texas Administrative Codes and UM Guidelines that relate to Community Mental Health Centers required.
  • Experience and/or knowledge of the criminal justice system.
  • Ability to work effectively with Collin County law enforcement and officials.
  • LPC, LCSW, LMFT licensure that qualify for state LPHA credential preferred.

Knowledge, Skills And Abilities

  • Comprehensive knowledge of mental health diagnoses, treatment, crisis procedures, medications, and clinical processes.
  • Skilled at working with a variety of staff to develop efficient and effective systems for providing quality services and the appropriate

training to implement and monitor these processes.

  • Able to communicate effectively verbally and in writing; understand and synthesize a wide range of information; use computer

technology effectively for clinical records systems and management information purposes; develop reports and other forms of

communication for a variety of audiences and purposes.

  • Able to deal with individuals and families in a compassionate and professional manner and work effectively within a complex

management structure.

  • Able to give community presentations and work collaboratively with community stakeholders.
