Cybersecurity Engineer (ISSE) - Philadelphia, PA

Position Summary:

Join Life Cycle Engineering in Philadelphia, PA as our newest Cybersecurity Engineer (ISSE) where you will provide support to the System and Security Engineering Support for Naval Nuclear Propulsion Systems (Code 60) at Naval Surface Warfare Center Philadelphia Division (NSWCPD).

Clearance Requirement:
  • ship with the ability to obtain and maintain a DoD Secret security clearance
Essential Functions and Responsibilities:
  • Perform ACAS scanning for assigned systems.
  • Provide system engineering and technical assistance support as requested by stakeholders.
  • Provide on-site and off-site system engineering to assist with the acquisition, integration, and certification of systems and components under the purview of the program. These include Navy-type Navy-owned systems.
  • Provide systems engineering support for Hardware and Software and Independent Verification and Validation (IV&V).
  • Review and comment on program documentation and key processes (e.g., drawings, Data Item Descriptions, Contract Data Requirements Lists, Concept of Operations, Integrated Support Plan, Software Acquisition, Development and Integration Plan, Software Requirements Specification, and asset design drawings and documentation).
  • Assist in the development of a hardware Configuration Management (CM) plan, which is consistent and compatible with current US Navy hardware CM practices. Provide CM reports as required in support of Integrated Product Teams and the project manager.
  • Assist in the development of a Systems Engineering Risk Management Plan including the stand up and operation of a Risk Management Board (RMB) that is consistent and compatible with current US Navy Risk Management practices where applicable.
  • Develop and maintain Plans of Action and Milestones (POA&Ms) for all IA-related tasks and deliverables in accordance with the Security Technical Implementation Guide (STIG).
  • Develop Risk Assessment Reports (RARs) based on vulnerability test results, automated scan reviews, Assured Compliance Assessment Solution (ACAS) scans, and other DoD-mandated assessment utilities.
  • Document A&A/AO information in the A&A/AO Package consistent with all other packages and ensure that there are no omissions.
  • Input reports in eMASS or deliver in MS Office products and Visio formats as appropriate
Required Education, Skills, and Experience:
  • IAT Level II compliant (CompTIA Security or equivalent)
  • At least 2 years experience with security features and/or vulnerability of various operating systems as defined by NSA, NIST, DISA (STIGS) and USCYBERCOM
  • Experience with IA vulnerability testing and related and system test tools (e.g., NMap, ACAS/Nessus, Security Content Automation Protocol (SCAP))
Preferred Skills and Experience:
  • Bachelor's degree
  • At least 2 years of RMF package creation experience
  • 2-5 years' experience with Hull, Mechanical, and Electrical (HM&E) Machinery Control Systems (MCS)
  • Familiarization with NSWCPD organization and associated cybersecurity initiatives
  • Familiarization and confidence in executing IAW DoD instructions, NAVSEA guidance, and NSWCPD RMF process directives
Physical Demands and Expectations:
  • Up to 15% travel
  • Regular physical activity to include walking, climbing stairs, bending, stooping, reaching, lifting (up to 30 pounds), and standing; occasional prolonged sitting
  • Ability to speak, read, hear and write, with or without assistance
  • Ability to use phone and computer systems, copier, fax and other office equipment
