Position Details:

  • Salary Range: $85,000 - $95,000 annually
  • Full-Time, Exempt
  • On-site, 5 days per week in Hayward, CA
  • 40 hours per week

Position Overview:

The Human Resources Manager plays a key role in overseeing the day-to-day HR operations of the College, ensuring smooth and consistent execution of processes across recruitment, onboarding/offboarding, employee relations, compliance, HRIS/data management, and general HR support. This role serves as the primary point of contact for employees, faculty, and candidates, providing guidance and directing inquiries appropriately.

The ideal candidate is highly independent, proactive, and detail-oriented, with strong judgment and the ability to manage multiple priorities while following established department policies. They demonstrate a calm, professional, and emotionally grounded demeanor, essential for navigating sensitive matters, maintaining confidentiality, and supporting employees with fairness and empathy. The HR Manager will also support ongoing culture, engagement, and community initiatives that strengthen the employee and student experience.

Essential Job Responsibilities:

HR Operations & Project Management

  • Serve as the first point of contact for employee questions and HR concerns; escalate complex issues to the Director as needed.
  • Coordinate and execute day-to-day HR operational functions, including performance review tracking, policy implementation, and employee communication.
  • Lead or support short-term HR projects, including onboarding improvements, employee engagement efforts, policy rollouts, and process enhancements.
  • Assist the Director in preparing and disseminating communications, presentations, and reports to staff and leadership.

Training & Development

  • Organize and deliver staff development programming, compliance training, and skills workshops in collaboration with the HR Director.
  • Coordinate and track participation in mandatory and voluntary training programs.
  • Partner with departments to identify training needs and help implement plans to address development gaps.

Employee Relations & Coaching

  • Provide consultative support to managers and employees on everyday employee relations matters, coaching, communication strategies, and workplace expectations.
    Facilitate conflict resolution discussions or performance improvement conversations with guidance from the Director as appropriate.
  • Document employee relations matters and ensure consistent application of HR policies and practices.

Compliance & Policy Support

  • Ensure consistent implementation of HR policies, procedures, and best practices across departments.
  • Monitor adherence to legal and regulatory requirements; raise potential compliance issues to the HR Director.
  • Assist in the maintenance and annual review of institutional policies, handbooks, and employment practices.

Recruitment & Onboarding Support

  • Assist in the execution of the recruitment process by screening applicants, participating in interviews, and helping refine recruitment tools and strategies.
  • Support the development of hiring manager guides, interview templates, and onboarding processes.
  • Partner with the Senior HR Generalist to ensure a consistent, positive, and compliant onboarding experience for all new hires.

Culture, Engagement & Recognition

  • Champion and coordinate employee engagement programs and recognition events such as service awards, employee spotlights, and college-wide celebrations.
  • Lead internal HR engagement including, surveys, and events that align with Life West values and priorities.
  • Support college efforts and promote an inclusive, collaborative work environment.

Systems & Process Oversight

  • Maintain HR dashboards and contribute to HRIS data integrity efforts in coordination with the Senior HR Generalist.
  • Generate reports, summaries, and presentations for leadership as needed.

Qualifications:

  • Bachelor’s degree in Human Resources, Business Administration, or related field.
  • 5 years of progressive experience in HR, including experience managing HR operations or project coordination.
  • Solid knowledge of federal and state labor laws, employment regulations, and HR best practices.
  • Demonstrated experience handling employee relations matters and advising managers.
  • Experience designing or delivering training programs or staff development workshops.
  • Strong organizational skills and attention to detail with the ability to manage multiple priorities.
  • Excellent interpersonal, written, and verbal communication skills.
  • Ability to maintain discretion and confidentiality.
  • Proficient with Microsoft suite and G-Suite drive/ tools.

Preferred Qualifications

  • HR certification (e.g., SHRM-CP, PHR) strongly preferred.
  • Experience in higher education, non profit, or a mission-driven environment.
  • Proficiency with Paycom or other HRIS.
