This position is located in the Visitor Engagement Office, Center for Learning, Literacy and Engagement, Chief of Staff, Office of the Librarian.

The Library of Congress is establishing an institution-wide volunteer program that will enable the organization to expand program offerings, advance departmental goals, and create institution-wide capacity through volunteers equipped to support the institution in a broad variety of roles.

Qualifications:

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to develop, organize and manage a major institution-wide volunteer program for a large cultural institution.**

Ability to adapt to changing circumstances while working in a variety of environments.**

Ability to work collaboratively and interact with diverse groups, especially volunteers.**

Knowledge of industry standards for developing major institution-wide volunteer programming, including related resource deployment, policies and procedures, for a large cultural institution.

Ability to communicate effectively other than in writing.

Responsibilities:

This position will work with key stakeholders from across the institution to develop opportunities that will attract and engage diverse community members in a spirit of equity and inclusion and that will reinforce the institution’s commitment to fostering social cohesion among the Library’s diverse audiences and supporters.

The Volunteer Services Specialist is located within the Center for Learning, Literacy and Engagement’s (CLLE) Visitor Engagement Office (VEO) in the Library of Congress. Under the supervision of the VEO Chief, the Specialist is responsible for assisting with the overall strategic direction of the development and management of the Library-wide volunteer program. The incumbent is responsible for creative and targeted recruitment, as well as innovative approaches to management, evaluation and tracking of the institution’s volunteer program and its effectiveness. The majority of volunteers provides public service and engage with variety audiences, including members of congress and their constituents, foreign and national dignitaries, as well as the general public, including researchers. The incumbent will assist with the expansion of the volunteer corps, to support Library programming on and offsite, including ambassadors who provide welcome and wayfinding services, and general administrative volunteers. The incumbent will assist with developing and directing the Library-wide volunteer program that may include more than 1,000 participants.

In addition, the incumbent: Tailors quality program management strategies and techniques to create a Library-wide volunteer program that will advance departmental goals and fit the operations, culture, and interests of management and staff. Assists with the development of policy guidance, motivational materials, and information to facilitate participation in various important program initiatives, including ensuring a diverse volunteer corps that reflects the diversity of Library audiences and meets multiple needs. Makes arrangements and serves as the Library’s point of contact with stakeholders to ensure appropriate deployment of the volunteer program. Working with VEO Chief, develops strategy to improve program to increase its effectiveness and expand opportunities for Library-wide impact. Provides program support service to all levels of users, including Congress, VIPs, including royalty, foreign dignitaries, scholars, the general public, and to accommodate the needs of professional visitors.

The incumbent: Plans, programs and assists in controlling an integrated Library-wide volunteer programs. Assists with the development and maintenance of an overall plan to combine and integrate all volunteer support. Effectively coordinates and assists with administering a volunteer program strategy, which includes recruitment, tiered training, placement, evaluation, and recognition. Assists with initiating, developing and implementing policies, standards, best practices, plans and procedures for the direction, supervision, operation and evaluation of volunteer programs through: recruitment selection, training, placement, and monitor of volunteer resources. Assists with developing and maintaining volunteer database; Prepares and submits all statistical, analytical and narrative reports as they relate to the volunteer program. Provides information to the VEO Chief on economic, social and cultural trends and their effects on volunteer utilization and value to the organization. Evaluates ongoing functions, which ensure the program meets stated goals; and in consultation with VEO chief, identifies areas where efficiencies can be enhanced. Assists with the development and implementation of plans for continuing education/enrichment of the volunteer corps.

Proposes innovative practices and leading-edge approaches to volunteer recruitment, tiered training and management, furthering goals of Library-wide volunteer program. Assists with the development, update and implementation of internal procedures, tiered training plans, course materials and methods, and recommends new training sources for an organization which is either large or multi-missioned, or one whose mission is highly dynamic, rapidly changing, and whose training needs are especially urgent. Prepares curricula, updates manuals, and creates new materials as needed. Develops specialized presentations and scripts for general use as well as innovative programming at the Library. Schedules training and makes arrangements for training locations and in-house and outside presenters.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

This is a non-supervisory, bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.
