Responsibilities:
Serves as an expert in the development and/or interpretation of guidance on program planning and evaluation. Independently plans, coordinates, and establishes operating methods and procedures and improvements designed to accomplish and improve the business mission in areas, such as work processes, manpower, productivity, policies, procedures, and work improvement.
Leads the section to optimize collection of metadata management workflows by performing and ensuring that the section performs efforts to implement custom technical solutions to meet functional gaps in enterprise systems and applications. Independently, uses judgement, ingenuity, personal expertise, and knowledge of the organization's goals and priorities. Reviews existing collection metadata workflows to identify potential problems or areas for improvement.
Supervises a group of employees performing work up to the GS-14 level. Provides administrative and technical supervision relative to the staff supervised. Plans work to be accomplished by subordinates, sets and adjusts short- and long-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Observes workers' performance and demonstrates and conducts work performance critiques. Establishes guidelines and performance expectations for staff and clearly communicates these through the formal employee performance management system. Recommends appointment, promotion, or reassignment and develops work improvement plans, recommending personnel actions as necessary. Resolves informal complaints and grievances. Provides informal feedback and periodically evaluates employee performance. Provides advice and counsel to workers related to work and administrative matters.
Leads in planning the work of project teams, including the formulations of goals and objectives as well as the identification of opportunities for improvements in methods, policies, and procedures. Manages programs and projects from conception through implementation applying best practices and library standards. Negotiates with management to create buy-in on positions on key collection metadata and IT initiatives. As the primary coordinator for OCIO, the Section Head plans and fulfills LCSG IT services’ needs to further broad coordination and support services offered and system needs.
Writes correspondence, memoranda, and other documents relevant to LCSG activities. Ensures that written procedures meet a high standard, prepares and compiles interim and final drafts of written analyses that relate to the incumbent's expert knowledge of the issues and programs under consideration. Presents materials to broad internal and external audiences. Reviews contributions to document of other writers for accuracy and content to be incorporated into final documents.
